RE: Notice of Intent to Award: New Sumner Library-Rebid
Dear Mr. Christenson:
The request for bid (RFB) opening occurred at the Library's Administrative Center shortly after 2:15 p.m.
on 17 July 2026. There were four (4) respondents to the rebid ofthe Project.
Based on the bids received and the available Project budget, the Library has determined that the complete
Project scope is desired and can be constructed within the available Project funding. The Library therefore
intends to accept the Base Bid together with all additive and deductive altemates identified in the Bid
Form.
Based on the aggregate ofthe Base Bid and all accepted altemates and deductions, W.G. Clark
Construction Co. submitted the lowest responsive bid. Subject to confirmation ofbidder responsibility
and satisfaction ofall other conditions of award, the Library intends to award the Contract to W.G. Clark
Construction Co. for an amount of $ 16,769,679.00 and all applicable sales tax will be paid to your firm.
As provided in the request for bid, this Notice of lntent to Award is subject to execution ofa written
contract and, as a result, this Notice does not constitute the formation ofa contract between the Library
and W.G. Clark Constnrction Co., the apparent successful contractor. If W.G. Clark Constmction Co.
refuses or fails to negotiate and execute a contract, the Library may revoke the award and award the
contract to the next highest ranked contractor or withdraw the request for bid. The Library reserves the
right to cancel this Notice of Intent to Award at any time prior to the execution ofa *ritten contract. We
will have a contract for you to review on Monday, 27 luly 2026.In the meantime, please prepare all
insurance documents as required in the RFB and submit these to me by the contract start date.
The Library must retain five percent (5.00%) of the payments to your firm, as required in Washington
State law. Said retainage excludes all applicable taxes, which will be paid to your firm for its filings with
Washington State Departsnent ofRevenue. Per the RFB, please refer to page 8 section Q as to which
retainage option your firm chooses. In terms of speed ofprocessing retainage release, either a retainage
bond or storing retainage funds in the Library's financial system tend to be the fastest.
