Summary
The County of San Mateo, Department of Housing (DOH or the “County”) is issuing this Request for Proposals (RFP) to solicit proposals from qualified firms or individuals (“Proposers”) to provide professional consulting services related to asset management of County-funded affordable housing, including but not limited to loan compliance monitoring, organizational underwriting, housing quality inspections, and technical assistance to owners of County-funded affordable housing projects.
This RFP encompasses two service categories:
Category 1 – Loan Compliance Monitoring
Category 2 – Physical Inspections
Proposers may apply for one or both categories. The County may award separate contracts to separate vendors for each category or a single contract to one vendor covering both categories, based on the evaluation results and the best interest of the County.

About the Department of Housing
The San Mateo County Department of Housing is made up of two primary divisions: Housing and Community Development (HCD) and the Housing Authority of the County of San Mateo (HACSM). DOH administers a range of federal, state, and local housing programs designed to expand and preserve affordable housing in one of the nation's most costly housing markets. DOH deploys funding through loans, grants, and other financing tools to nonprofit and for-profit developers of affordable housing. DOH also directly owns a small portfolio of properties and holds long-term ground leases and regulatory agreements on projects it has funded.
DOH Portfolio Overview
The Department of Housing (DOH) oversees a multifamily affordable housing portfolio of approximately 100 projects across San Mateo County. DOH’s asset management responsibilities encompass two categories of properties:
County-Funded Properties: Affordable housing developments that have received DOH loans, grants, HOME Investment Partnerships Program (HOME) funds, Community Development Block Grant (CDBG) funds, Measure K or other local housing funds, or Low-Income Housing Tax Credit (LIHTC) equity facilitated through County participation. DOH holds regulatory agreements, deed restrictions, promissory notes, and/or deeds of trust on these properties and must monitor them for continued affordability, financial health, and regulatory compliance throughout the term of the restriction period.
County-Owned Properties: A small number of properties in which the County holds a direct ownership interest, including but not limited to sites acquired through Homekey or other state programs. These properties require active ownership-level oversight, including review of operator performance, site conditions, financial reporting, and ground lease compliance.
The total portfolio is subject to change as new projects are funded or acquired.
