Sealed bids will be received until 2:00 p.m. local time, on May 28, 2026, at the City of Pittsburg,
201 W 4th Street, Pittsburg, Kansas and then publicly opened and read aloud, for furnishing all
labor, materials and equipment and performing all work necessary to: Rehabilitate Runway 17/35
and Runway 17 Turnaround. In general, this work will require the following approximate quantities:
Asphalt Crack Repair (50,900 LF); Marking Removal (44,261 SF); Cold Milling (For Partial Depth
Pavement Repair) (1,396 SY); 3” Asphalt Partial Depth Pavement Repair (285 TN); Asphalt
Surface Treatment (74,867 SY); Painting

To be qualified to Bid, a complete set of plans, specifications, contract documents and proposal
form must be obtained from either: 1) www.questcdn.com for a fee of $22 (nonrefundable).

Municipal Airport; Rehabilitate Runway 17/35 and Runway 17 Turnaround); or 2) Olsson at
402.474.6311 for a fee of $80 (nonrefundable).

Contractors bidding need not be pre-qualified but shall be qualified to do the work.
Contractors may inspect the project site by arrangement with Bill Pyle at 620.231.5760.
This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise
Participation. The Airport Sponsor has established a contract participation goal of 0% for small
business concerns owned and controlled by certified disadvantaged business enterprises (DBE).
The Owner’s award of this contract is conditioned upon the bidder satisfying the good faith effort
requirements of 49 CFR § 26.53.
General Civil Rights Provisions: In all its activities within the scope of its airport program, the
Contractor agrees to comply with pertinent statutes, Executive Orders, and such rules as identified
in Title VI List of Pertinent Nondiscrimination Acts and Authorities to ensure that no person shall, on
the grounds of race, color, national origin (including limited English proficiency), creed, sex
(including sexual orientation and gender identity), age, or disability be excluded from participating
in any activity conducted with or benefiting from Federal assistance. This provision is in addition to
that required by Title VI of the Civil Rights Act of 1964.
The above provision binds the Contractor and subcontractors from the bid solicitation period
through the completion of the contract.
Title VI Solicitation Notice: The City of Pittsburg, in accordance with the provisions of Title VI of
the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and
49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract
entered into pursuant to this advertisement, all contractors will be afforded full opportunity to
submit bids in response to this invitation and will not be discriminated against on the grounds of
