The City intends to select a highly qualified Consultant to provide professional engineering services necessary to advance the PFAS and Nanofiltration recommendations contained in the City's Water Treatment Facilities Master Plan, dated May 12, 2026, prepared by CHA Consulting, Inc., Project No. 100335.000 ("Master Plan")(Attachment A). The anticipated services include, but are not necessarily limited to: - Validation and refinement of the Master Plan's PFAS and NF recommendations; - Additional pilot testing, bench testing, or engineering evaluation as warranted; - Development of NF design criteria; - Preliminary engineering; - Final design; - Process and hydraulic evaluations; - NF membrane system selection and design; - PFAS concentrate characterization and management; - Evaluation, permitting, and design support for deep-well injection and other concentrate management alternatives; - Integration of NF treatment into existing Whiteway and, as applicable, Sunningdale Water Treatment Plants; - Electrical, instrumentation and controls integration; - Site/civil/structural/mechanical improvements; - Permitting and regulatory coordination; - Preparation of construction plans and specifications;5 | P a g e - Opinions of probable construction cost; - Bidding and procurement assistance; - Construction administration and engineering support; - Startup, commissioning, performance testing and acceptance; - Operator training; and - Post-construction engineering services.
