Sealed Bids for the Waterbury Home Improvement Program (W.H.I.P.) at 36 Laval Street, Waterbury Ct 06706 will be received by the City of Waterbury at the office of the Director of Purchasing, Room 103, City Hall Building, 235 Grand Street, Waterbury, CT 06702 until 11:30 a.m. on July 31, 2026 and at that time and place will be publicly opened and read aloud. No bids will be received after 11:30 a.m. on the day the bids are to be opened.

A mandatory pre-bid conference will be held at 36 Laval Street, Waterbury Ct 06706 at 04:00 p.m. on July 21, 2026. Attendance and on-time sign-in at the pre-bid conference by a representative of each Bidder is mandatory.
