Summary

The District of Columbia (“District”) Department of General Services (the “Department” or “DGS”), on behalf of the Department of Human Services (“DHS”), is issuing this Request for Proposals (“RFP”) to engage a contractor to serve as the Construction Manager at Risk (the “CMAR” or the “Contractor”) for the construction of The Heritage – New York Avenue Shelter, located at 1201 New York Avenue NE, Washington, DC 20002 (the “Project”).



Background

DHS provides District residents with access to work opportunities, economic assistance, and supportive services. As part of its mission, DHS provides homeless and homelessness prevention services for families, individuals, and youth through short-term family housing, eviction prevention and rental assistance, emergency shelters, and shelter diversion programs. DHS’s operation of the proposed Project would incorporate both emergency shelter components, as well as wrap-around services to better support residents of the Project.

The Project consists of a 6-story building and includes a medical clinic, dining area, training and educational spaces, storage, and other shared program spaces, as well as building maintenance, environmental, and service spaces throughout the facility. The multi-Purpose Room, with its large adjacent storage area, can be converted to a space that can accommodate an 70+/- bed Hyperthermia Area during extreme cold weather periods. The Project is being designed to achieve LEED Gold Certification and meet the Net-Zero Energy requirements.
