Long Description:
The Guam Visitors Bureau (GVB), a public, non-stock, non-profit membership corporation, charged with responsibility and authority to promote Guam, develop and drive its tourism sector, issues this Request for Proposal (“RFP”) soliciting proposals from established individuals, companies or consortiums to provide the professional services outlined in the Scope of Work for GVB RFP 2026-001 SURVEY OF TOURISM ATTITUDES OF RESIDENTS (STAR). The project shall commence upon award and issuance of the Notice to Proceed through September 30, 2027, as the initial contract year, with GVB options to renew for up to a total of three (3) fiscal years (FY27-FY28-FY29), subject to the availability of funds and other legal considerations. Summary and Intent
The Guam Visitors Bureau (GVB), a public non-stock, non-profit membership corporation, issues this Request for Proposal (“RFP”) soliciting proposals from established individuals, companies or consortiums (“Offeror”) to design, update, implement, analyze, and report on the Survey of Tourism Attitudes of Residents (STAR), Guam's official resident sentiment survey regarding tourism and the visitor industry. Since its inception in 1993, the STAR has served as Guam's principal research instrument for measuring resident attitudes toward tourism and the visitor industry. As tourism continues to evolve globally and locally, GVB seeks to modernize the STAR to better understand the relationship between tourism, residents, and the long-term sustainability of Guam as a destination.
The STAR will serve as GVB's primary tool for measuring the community's support for tourism and the extent to which residents believe tourism contributes to Guam's economy, culture, environment, and overall quality of life. The study will establish a data-driven framework for monitoring resident sentiment over time, identifying emerging issues, evaluating community priorities, and measuring the tourism industry's social license to operate. It is GVB’s intent to retain qualified, established individuals, companies, or consortiums to develop a research program that maintains comparability with previous STAR surveys where appropriate while incorporating contemporary best practices in resident sentiment research, destination stewardship, and sustainable tourism measurement. Results from the STAR shall provide GVB, the Government of Guam, tourism industry stakeholders, and the community with actionable information to support strategic planning, destination management, workforce development, cultural preservation, infrastructure planning, community engagement, and public policy development.
