A.3 GENERAL SUMMARY OF PROCUREMENT NEEDS:
The City of Thornton (hereafter, “Thornton” or “the City”) is seeking the services of a qualified
consultant to develop a comprehensive Housing and Homelessness Strategy (hereafter, the
“Strategy”) and furnish an Implementation Toolkit (collectively, the “Project”).
The Strategy will assess current housing and homelessness conditions, evaluate existing City
programs and processes, identify housing and service gaps, and provide actionable, data-
driven recommendations to expand housing options, strengthen homelessness response,
improve access to and administration of housing financing, leverage public and private funding
opportunities, enhance regional partnerships, promote organizational effectiveness, and
eliminate redundancies and duplicative efforts.
This Project will also produce practical implementation tools, funding strategies, performance
measures, and prioritized action plans that position Thornton to effectively administer housing
initiatives, attract investment, and pursue future funding opportunities.
