REQUEST FOR QUALIFICATIONS

Sealed submissions for furnishing the following to the City of Cortez, Colorado, will be received until 10:00 a.m. on Monday, October 5, 2026, at which time submissions will be publicly opened and read.

The City of Cortez is requesting statements of qualifications and experience from consulting firms qualified and experienced in the field of airport engineering services. The City seeks to implement improvements to accommodate existing and future aviation demand by awarding a five-year contract for airport engineering services subject to review on an annual basis for any and all engineering projects subject to federal assistance under the Airport and Airway Improvement Act of 1982 as amended, or other sources of funding.

The contract issued to the successful consultant is subject to the provisions of Executive Order 11246 (Affirmative Action to Ensure Equal Employment Opportunity) and to the provisions of the Department of Transportation Regulation 49 CRF Part 26 (Disadvantaged Business Participation). DBE consulting firms are encouraged to participate.

Submissions may be submitted in writing on the documents provided and signed by the firm or their duly- authorized agent. One (1) hard copy and one (1) electronic copy via USB flash drive, of the submission shall be submitted in a sealed envelope and marked on the outside with “ RFQ – City of Cortez Airport Engineering Services ” and with the firm’s name.

The City reserves the right to waive any formality or any informality in the process of awarding a contract. The City reserves the right to accept any submission, in whole or in part, and to reject any or all submissions if it be deemed in the best interest of the City to do so.
