Introduction & Purpose
The City of De Soto is requesting Statements of Qualifications (SOQs) from consulting firms with demonstrated expertise in acoustical engineering, environmental noise, municipal planning, land use regulation, and municipal code development to assist the City in evaluating its existing noise regulations and recommending strategies to address modern industrial noise sources.
This effort builds upon recent City Council discussions regarding industrial growth and evolving noise standards associated with large industrial facilities, including hyper-scale data centers. The City seeks an objective evaluation of current acoustical science, municipal best practices, and regulatory options before determining whether amendments to the City's Noise Ordinance are appropriate.
Project Timeline
The timeline provided is the City’s proposed schedule for completing the project. However, the City is open to a more aggressive timeline and encourages respondents to identify opportunities to expedite the work without compromising the quality of the analysis or recommendations.
