CITY OF ELLSWORTH ELLSWORTH MUNICIPAL AIRPORT, ELLSWORTH, KS RECONSTRUCT TAXILANES KAIP Project No: AV-2025-11
Sealed bids shall be received via email to Brad Waller at bwaller@benesch.com until 2:00 p.m. local time, on Tuesday, June 30, 2026, and then publicly opened and read aloud, for furnishing all labor, materials and equipment, and performing all work necessary for completing the Reconstruct Taxilanes project.
If files are too large to send via email, a drop box, ftp site, or other similar link will be acceptable. It is the responsibility of the Contractor to follow up with Mr. Waller to ensure that the bid was received on time prior to the deadline. At the Contractor’s discretion, the files may be encrypted or password protected, as long as the password to open the bid is provided to Brad Waller at the bid opening. If the Contractor would prefer to mail or hand deliver the documents, please contact Brad Waller to coordinate the submittal package.
Once a bid is received, the Contractor will be provided a video conference login where bids will be publicly opened and read aloud. The video conference will begin at 2:00 p.m. local time, on Tuesday, June 30, 2026, with bids being read aloud as soon as all login passwords are received.
In general, the improvements on which bids are requested will require the following major construction items:
· Site Preparation/Mobilization And Temporary Airport Safety Measures
· Airfield Lighting, Cable, and Conduit
· Erosion Control Measures
· Removal Of Existing Pavement
· Earthwork
· Construction Of Aggregate Drainage Trench
· Construction Of New Aggregate Base Course
· Construction Of New Concrete Pavement
· Temporary And Permanent Airfield Pavement Marking
· Topsoil, Seeding, And Mulching

Bid documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified or cashier’s checks shall be made payable to Drexel Technologies, Inc.
Pre-Bid Meeting Held Virtually
A non-mandatory pre-bid meeting will be held in conjunction with this project. The pre-bid conference for this project will be held virtually on Tuesday June 16, 2026 at 2:00PM by teleconference. Email bwaller@benesch.com for link to the meeting.
Contractors shall coordinate with the Airport for site visit opportunities at (785) 472-5608. The Owner reserves the right, at the time of the site visit, to reject requests to inspect specific areas of the airfield, if it is not conducive to airport operations at the time.
Prequalification: Contractor’s bidding need not be pre-qualified but shall be qualified to do the work.
Each proposal must be accompanied by a bid guaranty (per 49 CFR Part 18.36(h)(1)) in the amount of not less than five (5) percent of the total amount of the bid. The bid guaranty may be by certified check on a solvent bank or bid bond made payable to the City of Ellsworth, of Ellsworth, KS.
All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the City of Ellsworth, of Ellsworth, KS, for a period not to exceed ninety (90) calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
Award of contract will be based on the lowest aggregate sum proposal of the Base Bid schedule of work (for the award option that is in the Owner’s best interest based on available Funding) submitted from those bidders that are confirmed as being responsive and responsible. Contractors bidding shall bid all items including the Add Alternate schedule of work. The right is reserved, by the Owner, to reject any and all bids and to waive any or all irregularities, technicalities, informality or any information in the bids received.
The successful bidder will be required to furnish separate performance and payment bonds, each in an amount equal to 100% of the contract.
Prospective Bidders are hereby advised that award of contract is contingent upon owner receiving KDOT funding assistance under the Kansas Airport Improvement Program (KAIP).
