PART 1. GENERAL
1.1 COMPETITIVE COST SEALED BIDS
Sealed bids for construction of the Pump Station Improvements - Permanent Bypass
Pump Installation will be received until September 1, 2026 at 1:00 P.M. at Lowndes
County Administration Building, 327 N. Ashley Street, Valdosta, GA 31601, at which
time and place they will be publicly opened and read aloud. Any bid received after said
time and date will not be considered by the Owner. No bid may be withdrawn after the
closing time for the receipt of bids for a period of sixty (60) days except as specifically
may be provided in the Instructions to Bidders and/or by State law.
1.2 SCOPE OF WORK
The work shall generally consist of furnishing all products and performing all labor
necessary to complete bypass pumping improvements at 20 existing lift station sites,
including installation of 20 permanent bypass pumps, connection and valving to existing
force mains, wet well coring and modifications, installation of bypass suction and
discharge piping, site restoration, fencing, and all other appurtenances necessary to
complete the project in accordance with the specifications and construction drawings.
Time allotted for completion of work is 120 consecutive calendar days. All Work shall
be completed in accordance with the plans and specifications. The Work will be awarded
in one (1) Contract.
1.3 PLANS, SPECIFICATIONS AND CONTRACT DOCUMENTS

website’s project search page. Bidders can download the digital documents for a fee of

1.4 PRE-BID CONFERENCE
A mandatory pre-bid conference for the Project will be held on August 21, 2026 at 11:00
A.M. at Lowndes County Administration Building, Utilities Department Conference
Room, 327 N. Ashley Street, Valdosta, Georgia, 31601. Bids will not be accepted from
Bidders that do not attend the mandatory pre-bid conference.
1.5 CONTRACTOR LICENSE

The Scope of Work as described herein is defined as “utility contracting” in accordance
with O.C.G.A 43-14-2(17) so the Contractor performing the work must provide proof of a
valid license by the State of Georgia as a “Utility Contractor” and must also employ a
“Utility Manager” certification holder who will have oversight of all utility work. See
Instruction to Bidders for additional bidding requirements.
1.6 BONDS
Bids shall be accompanied by a bid bond or certified cashier’s check in an amount not less
than 10% of the base bid. All bonds shall be by a surety company licensed in Georgia with
an “A” minimum rating of performance and a financial strength of at least five (5) times
the contract price as listed in the most current publication of “Best’s Key Rating Guide
Property Liability”. Performance and Payment Bonds, each in an amount equal to 100% of
the contract price shall be required of the successful bidder if contract is awarded. Each
Bond shall be accompanied by a “Power of Attorney” authorizing the attorney-in-fact to
bind the surety and certified to include the date of the bond.

1.8 EASEMENTS & RIGHTS-OF-WAY
All easements and rights-of-way for permanent installations have been obtained or will be
obtained by the Owner prior to issuing the Notice to Proceed.
1.9 GEORGIA SECURITY AND IMMIGRATION COMPLIANCE ACT AFFIDAVIT
All qualifying Contractors and Subcontractors performing work with the Lowndes County
Board of Commissioners must register and participate in the federal work authorization
program commonly known as E-Verify, or any subsequent replacement program, to verify
the work eligibility information of new employees. In order for a Bid to be considered, it
is mandatory that the Bidder’s Affidavit of Compliance with O.C.G.A. §13-10-91 be
completed and submitted with the Bid.
1.10 FUNDING SOURCES
This project is funded in part or whole by through a Georgia Fund loan that will be
administrated by the Georgia Environmental Finance Authority (GEFA).
1.11 RESERVATION OF RIGHTS

Owner reserves the right to reject any or all Bids, including without limitation, the rights
to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to
reject the Bid of any Bidder if Owner believes that it would not be in the best interest of
the Project to make an award to that Bidder, whether because the Bid is not responsive or
the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent
standard or criteria established by the Owner.
