AND ENGINEERING SERVICES
FY26 COMMUNITY GRANT PROGRAM
U.S. ENVIRONMENTAL PROTECTION AGENCY
This is a Request for Qualifications to provide Environmental
Phase, Application/Workplan Preparation, Design/Biding Phase, and
Construction Engineering and Inspection (CE&I) services for the City
of Natchez, Mississippi, for its FY26 Community Grant Program.
Funding is provided through the U.S. Environmental Protection
Agency’s State Tribal Assistance Grant (STAG) Clean Water State
Revolving Fund for drainage improvements in Natchez, including Fine
Avenue. This funding will be used, in part, to complete the
Environmental Information Document (EID) for submission to the EPA
in completing the National Environmental Policy Act (NEPA)review;
assist in preparing the required application and workplan for
review/approval; preparation of plans and contract documents;
bidding phase; awarding of contract, and Construction Engineering
and Inspection (CE&I).
You are invited to submit a proposal, in accordance with this
request, to the City of Natchez, Office of the City Clerk, 124 South
Pearl Street, Natchez, MS 39120, no later than 11:00 A. M. local
time on Tuesday, July 28, 2026. At that time, proposals will be
opened, recorded, and taken under advisement to be evaluated and
scored by a Review Committee established by the Mayor of Natchez,
with a recommendation of the Review Committee being made to the
Natchez Board of Aldermen. The proposal to receive the highest
cumulative score will be selected to provide the desired engineering
and environmental services.
Five (5) copies of each proposal are required to be submitted
with this solicitation. The RFP can be downloaded at
www.centralbidding.com. Electronic proposals can be submitted at
www.centralbidding.com, but if submitting a proposal
electronically, the City of Natchez WILL NOT make the requisite
number of copies on behalf of the proposer. For any questions

The selected engineer or engineering firm will be responsible
for completing the required Environmental Information Document (EID)
to allow the City to receive Environmental Clearance from the U.S.
Environmental Protection Agency to proceed to the next phase of this
project, and through project closeout in accordance with federal,
state, and local laws, regulations, and policies.
The scope of work includes but is not limited to the following:
1) Completing the Environmental Information Document, 2) assisting
the city with application and workplan development to submit to EPA
for review and approval, 3) develop plans and contract documents,
4) creation of and assist with distribution of bid documents,
5)assist in the execution of construction contracts, 6) hold pre-
construction conference, 7) perform construction inspection
including periodic reports to the City of Natchez, approve all
payment requests, and 8) assist with project closeout, as necessary.
The City of Natchez reserves the right to cancel this
solicitation for professional services and to forgo tering into a
contract if the city does not receive the designated federal
funding.
All proposals must be submitted in a sealed envelope and
marked with the following language” ‘Proposal for FY26 Community
Grant Funding – FRY AVENUE DRAINAGE’. Proposals will be evaluated
based on the following factors: Clarity of Submittal (10 pts.), Firm
Qualifications (20 pts.), Technical competence of all key personnel
related to the scope of work (15 pts.), Familiarity with the EPA
Regulations (20 pts.), Ability to Meet Project Timeline, Scope & Budget
(20 pts.), and Past Performance on Similar Projects (15 pts.)
Subject to receiving the FY26 Community Project Grant Funding
from the U.S. Environmental Protection Agency, and the removal of
environmental conditions, the City of Natchez will award a contract
with the qualified individual or firm whose proposal has the highest
number of cumulative points issued by the selection committee and
determined to be the most advantageous to the City of Natchez. The
contract will include scope and extent of work, EPA and other federal
regulations. The contract will be on a lump sum basis.
The City of Natchez is an Equal Opportunity Employer. The City
