WATER AND SANITARY SEWER RATE STUDY. The City of Woodbury is requesting proposals from qualified firms to conduct a comprehensive water and sanitary sewer rate study. The preferred firm should have extensive experience with and knowledge of different methods of charging users of municipal water and sanitary sewer systems, including rate structures that advance water conservation and long-term financial sustainability. The selected firm will be expected to help staff understand the policy and financial implications of alternative rate structures, cost allocations, funding approaches, and operating assumptions. The firm will also be asked to support City staff in framing key policy questions for City Council consideration, particularly in the areas of rate distribution between residential and commercial customers and a review of Woodbury’s existing conservation-oriented water rate tiers.
