NOTICE TO BIDDERS
The Carroll County Municipal Airport Commission will receive sealed bids for the construction of the Terminal Apron Expansion project at the Carroll County Municipal Airport. All bids will be received until 1:00 pm local time on Wednesday, June 24, 2026, at the office of Michael Baker International, 3425 North Futrall Drive, Suite 101, Fayetteville, Arkansas 72703. At which time and place the bids shall be publicly opened and read aloud. Bids received after 1:00 pm will not be accepted.
The work is generally described as follows:
Project includes the construction of a 2,250 square yard expansion to the existing asphalt terminal apron.
Bid security in the form of a bid bond, certified check, or other negotiable instrument equivalent to five percent (5%) of the total bid is required and shall be made payable to the Carroll County Municipal Airport Commission. Contract security in the form of 100% Performance and Payment Bonds will be required.
No bid may be withdrawn after closing time for the receipt of proposals for a period of sixty (60) days.

An order for copies of the bid documents may be placed once login information is created. Additional technical assistance is provided by Capitol Imaging (501-376-2446). When placing an order at the above website for copies of the Plans and “Contract Documents and Specifications”, please indicate whether they will be secured by pick-up from Capitol Imaging (11223 Otter Creek Blvd., Mabelvale AR. 72103), or the method by which they should be shipped. NO REFUND of payment will be made and no partial sets will be issued. Price for documents is available at http://capitolblueplanroom.com .
The Bidder (Proposer) must supply all the information required by the bid or proposal form.
The proposed contract is NOT subject to the Buy American provision under Section 9129 of the Aviation Safety and Capacity Expansion Act of 1990.
This project is excluded from coverage by either Federal Wage Rates or Arkansas Prevailing Wage Law. Per Arkansas Act 1068 of 2017, the Arkansas Prevailing Wage Law was repealed, and, Work performed after the effective date of the Act (April 6, 2017) is no longer covered by the prevailing wage law.
The Carroll County Municipal Airport Commission reserves the right to waive any informalities or irregularities in the bids received and to reject any or all bids or to award or refrain from awarding the contract for the work, whichever is deemed to be in the Owner’s best interests.
