INTRODUCTION
The City of Bismarck (City) along with the Bismarck Parking Authority is inviting qualified Architectural and/or Engineering firms to respond to a Request for Proposal for the construction of a new Parking Ramp for the City of Bismarck.
BACKGROUND
The city of Bismarck downtown district continues to grow which has created a parking shortage in the downtown and Medical District area. To help alleviate the parking shortage, the City of Bismarck, along with the Bismarck Parking Authority, are proposing to construct a new parking ramp at the corner of 7th Street and Thayer Avenue (East of 7th Street and North of Thayer Avenue). This proposed ramp site is approximately 340’ long by 150’ wide and must be able to accommodate approximately 500 parking spots. The ramp needs to be developed as a mixed-use development to allow for some active storefronts on the ground floor, along with incorporating a Transit Hub sized and located to accommodate a transfer site for up to six fixed-route buses into the design.
SCOPE
The selected firm(s) will need to work with the City of Bismarck, Bismarck Parking Authority, Bis-Man Transit, and Sanford Health to incorporate each of their respective needs into the design of the new parking structure. Selected firm(s) will also need to perform a traffic operations analysis, to ensure the ingress and egress vehicle and bus movements have adequate gaps to allow the structure to operate effectively. Items that need to be studied or incorporated into the design and construction are, but not limited to:
-
Architectural Design which is consistent with surrounding atmosphere and zoning regulation.
-
Structural Design which meets or exceeds all Federal, State and Local requirements.
-
Electrical Design which provides adequate security and, for state-of-the-art, automated entry systems.
-
Mechanical and Fire Protection meeting all Federal, State and local requirements.
-
Civil and Geotechnical designs that meet all Federal, State and Local requirements.
-
Active ground floor usage.
-
Incorporate a transit hub into the design.
-
Accommodate at least 500 parking spots
-
Selected firm shall analyze both a Post Tension and a Pre-Cast construction method and future / anticipated maintenance needs to determine the most economical and appropriate design for the city.
-
Proposed site is approximately 340’ long by 150’ wide.
-
Perform a traffic operations analysis to ensure the ease of operations for both current and 20-year future traffic.
-
Incorporate a climate-controlled skywalk between the Sanford Hospital and the new parking structure.
-
Incorporate an elevator(s) into the design to accommodate ADA requirements.
-
If possible incorporate Electric Vehicle Charging into the design.
-
Obtain all necessary State, Federal and Local Permits to construct both parking structure and skywalk.
-
Bid Project.
-
Approve all necessary shop drawings.
-
Oversee Construction.
EXACT SCOPE OF WORK
This RFP is intended to give prospective Architects and/or Engineers a basis understanding of what the City of Bismarck and Bismarck Parking Authority are looking to accomplish, and is not intended to identify every detail needed to construct a new Parking Ramp. An exact scope of work will be developed with the successful Architect and/or Engineer, and the appropriate fees will be negotiated based on that agreed upon scope of work.
