Project Description: The Association of Bay Area Governments (ABAG) and associated programs are seeking a consultant to develop a Program Evaluation and Framework (Project) of key resilience technical assistance (TA) program areas.
The Regional Planning Program (RPP) of MTC/ABAG engages in a range of resilience and planning efforts to help protect the Bay Area from earthquakes, floods, landslides and fires — as well as prepare for climate change hazards like sea level rise, extreme storms and drought. The ABAG Technical Assistance Portal maintained by RPP is a resource for communities.
ABAG coordinates closely with other regional agencies, including the Bay Conservation and Development Commission (BCDC), on TA delivery. Recently, the Bay Area Regional Collaborative (BARC) led the execution of Sea Level Rise Memorandum of Understanding that identified ABAG as the Lead for Regional TA coordination. In the past, BARC also completed a report entitled “Regional System Assessment for Adapting to Climate Change Laying the Foundation for Regional Multi-hazard Planning and Technical Assistance” that provides important foundational information to inform this analysis. Finally, BCDC is building out its TA, particularly as it relates to Regional Shoreline Adaptation Plans. ABAG and BCDC staff are working closely to ensure alignment and avoid duplication. The consultant must complete all work by December 31, 2027.
