PROJECT TITLE: School Bus Price Quotations
ESTIMATED AWARD PERIOD: September 1, 2026 – August 31, 2027. Amendments extending
the period of performance, if any, shall be at the sole discretion of OSPI.
CONSULTANT ELIGIBILITY: This solicitation is open to those Consultants who satisfy the
minimum qualifications that will be listed in the RFQ.
All communications concerning this Procurement must be directed only to the Procurement
Coordinator via email. Any other communication will be considered unofficial and non-binding
on OSPI. Consultants are to rely on written statements issued by the Procurement Coordinator.
Communication directed to parties other than the Procurement Coordinator may result in
disqualification of the Consultant.
This Procurement is available at the Office of Superintendent of Public Instruction (OSPI) website
and at the Department of Enterprise Services, Washington Electronic Business Solution (WEBS)
Procurement website. All Procurement amendments and/or Consultant questions and OSPI
answers will be posted to these sites. All interested Consultants must be registered with WEBS
under the following commodity codes to receive automatic notifications: 065-17: Bus Bodies,
School; 071-14: Bus Chassis, School; 071-15: Buses Complete, School (Conventional Type); 071-
16: Buses Complete, School (Small Vehicle Type); 928-24: Buses, School and Mass Transit,
Maintenance and Repair
OSPI, and its contractors and subcontractors, must not discriminate in any programs or services based on

A.1. PURPOSE OF PRE-PROCUREMENT ANNOUNCEMENT
The Office of Superintendent of Public Instruction (OSPI) is initiating this Pre-Procurement
Announcement to notify interested parties of an upcoming Request for School Bus Price
Quotations. The estimated due date will be 12:00 p.m., Pacific Time (PT) on Monday, August 3,
2026. The purpose of the Pre-Procurement Announcement is to give potential bidders an
opportunity to research the project and plan for the procurement prior to its release. OSPI
reserves the right to revise information posted herein.
A.2. PRE-PROCUREMENT MEETING
A pre-bid state price quote specification document review meeting will be held on June 29,
2026, during the Washington Association of Pupil Transportation (WAPT) Conference, at the
SpringHill Suites in Kennewick, Washington. The meeting will begin at 9:30 a.m., PT, and will be
hosted in Room C. The meeting is open to the public and any interested vendors.
The purpose of this meeting is to review proposed changes to the 2026-2027 State Price Quote
Specification documents, which are attached as exhibits to this pre-procurement
announcement.
Vendors who are unable to attend the pre-procurement meeting, but would like a copy of the
notes, may email contracts@k12.wa.us.
A.3. BACKGROUND
Pursuant to Revised Code of Washington (RCW) 28A.160.195, OSPI is soliciting competitive price
quotes from school bus dealers for school buses in thirty (30) separate categories.
A.4. OBJECTIVE AND SCOPE OF WORK
School bus dealers will produce school buses in up to thirty (30) separate categories to
Washington state Local Education Agency’s (LEA).
Following the competitive process, OSPI will publish a list of all accepted price quotes. Local
Education Agency’s may purchase a school bus directly from the submitting dealer without
going to bid if the price quote is on the OSPI list of accepted bids.
For the purpose of this process, “local education agency” includes Washington state school
districts, Educational Service Districts, public charter schools, and tribal compact schools.

Consultants are encouraged to make any inquiry regarding the Procurement as early in the
process as possible to allow OSPI to consider and, if warranted, respond to the inquiry.

A.8. AMENDMENTS TO THE PROCUREMENT
In the event it becomes necessary to revise any part of this Procurement, an addendum or an
amendment will be published on the OSPI website. For this purpose, the published Consultant
questions and Agency answers, and any other pertinent information, shall be considered an
addendum to the Procurement. Additionally, all addenda referred to above will be released on
WEBS under the commodity code(s) listed on the cover page of this Procurement. Only
consultants who have properly registered in WEBS will receive automatic notification of
amendments or other correspondence pertaining to this Procurement. For those not registered
in WEBS, it will be the responsibility of interested Consultants to check the website periodically
for addenda and amendments to the Procurement.

OSPI complies with the Americans with Disabilities Act (ADA). Consultants may contact the
RFQQ Coordinator to receive this RFQ in an alternative format.
