Solicitation Description:

TheTexas Department of Licensing and Regulation (TDLR), an agency of the State ofTexas, intends to make a purchase which we believe is only available forpurchase through a single vendor. TDLR intends to issue a Purchase Order toAliba, Inc. (which is a branch of Momentive Software, Inc.) for softwaremaintenance and support services for the MIP Fund Accounting System. The agencyuses MIP for historical accounting and auditing purposes for the Texas Lottery program.

Thesespecifications are being advertised under Section 2155.067 of the TexasGovernment Code. Only bids on items conforming exactly to these specifications,which include proposing only the brand name(s), make and model number(s)specified, will be considered in determining an award. If a competing vendorbelieves it can satisfy the required specifications, the vendor must respondand explain how the required specifications will be adequately met with itsproduct.
