This project represents the final bid package required to complete the full-length parallel Taxiway B along the west side of primary Runway 4-22. The project will connect the previously constructed bid packages by completing approximately 1,200 feet of taxiway on the north end and approximately 1,000 feet on the south end, resulting in a completed parallel taxiway system. The work includes all associated infrastructure necessary for full operational use, including pavement construction, earthwork and grading, stormwater management and drainage systems, airfield lighting, signage, and pavement markings, all in accordance with current FAA standards and requirements.

This project represents the final bid package required to complete the full-length parallel Taxiway B along the west side of primary Runway 4-22. The project will connect the previously constructed bid packages by completing appoximately 1,200 feet of taxiway on the north end and approximately 1,000 feet on the south end, resulting in a completed parallel taxiway system.

The work includes all associated infrastructure necessary for full operational use, including pavement construction, earthwork and grading, stormwater management and drainage systems, airfield lighting, signage, and pavement markings, all in accordance with current FAA standards and requirements.

Bids must be accompanied by a bid guarantee in the form of a bid bond or certified check in the amount of not less than ten (10) percent of the total amount bid. A Contract Performance Bond and a Contract Payment Bond each equal to 100 percent of the Contract price will be required for the successful Bidder.

No Bid may be withdrawn for a period of 30 calendar days after the date of receiving Bids, except that Bids for any Bidder who consents to extend the Bid Award date may, at the request of the Owner, be held for consideration for such longer period as may be agreed to, but in no event exceeding 150 calendar days.

This Project is anticipated to be funded in part by the Federal Aviation Administration (FAA). Accordingly, any Contract awarded under this Invitation for Bids will be subject to the applicable federal regulations in effect at the time of the underlying grant award, which include all requirements set out in the Bidding and Contract Documents which incorporate Federal Contract Provisions that include but are not limited to the Buy American Preference, Civil Rights Title VI Assurances, Disadvantaged Business Enterprise Participation, Foreign Trade Restrictions, Davis-Bacon Requirements, Governmentwide Debarment and Suspension Disclosure, Disclosure of Lobbying, and Procurement of Recovered Materials.

The Owner, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, all businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin, creed, sex, age, or disability in consideration for an award.

This Project is subject to the Build America, Buy America Act (BABA). Bidders must certify that all construction materials are manufactured in the U.S.

The successful Bidder shall commence Work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete Work within the time prescribed in the Contract Documents.

The Owner reserves the right to reject any or all Bids, to waive informalities, and to re-advertise.

If the responding Contractor deems any portion of its response to contain trade secrets, proprietary or other confidential information, it shall isolate and identify in writing the confidential portions, together with a statement in support of its designation as such. The submission shall be confidential until the bid has been awarded, and a contract has been executed. Thereafter, all submissions shall be open to public inspection.

The Owner reserves the right to extend the time and place of the bid opening on not less than two (2) calendar days' notice by electronic means to those who obtained copies of the Contract Documents. The Owner reserves the right to waive irregularities and reject any or all bids.
