    On July 29, 2026, a Mandatory Pre-bid Conference was held at North Carolina Department of
    Transportation’s Office located at 1584 Yanceyville Street in Greensboro, NC. The following

    This memo has been placed on the Bidding and Letting Site and must be included in your
    submittal as an addendum.
    After each person introduced themselves, Andrew W. Hinshaw (Traffic Project Manager) opened
    the meeting at 10:00 am on Wednesday July 29, 2026, in Division 7 Project Delivery room with
    introductions and overview of the meeting. He mentioned that we were meeting that day for Pre-
    Bid Meeting for MG00513 Installation & Maintenance of Type A, B, D, E, & F Signs, Overlay
    Signs & Associated Signing Work as Needed on Interstate and Controlled Access Highways in
    Alamance, Caswell, Guilford, Orange, and Rockingham Counties. Andrew said the main reason
    we were here was to go over the contracts and ask questions about the line items or provide specifics
    for any clarification.

    Q&A:
    1. Jennifer mentioned correction to line item # 2
    a. Should read “60in. Diameter Drilled Piers Not In Soil”
    2. Question regarding details on Supports, Barrier – both small and large (Line items 11 &
    12)
    a. Justin referenced section in NCDOT standards and specifications that outlines
    the specifics of both barriers.
    3. Question regarding usage of “Supports, Steel Square Tube’’ (line item# 13) size used &
    plan(s) to use U-channel.
    a. Justin stated that Steel Square tube will be mostly 3”, but circumstance(s)
    could also arise that need U-channel for certain applications which is why both
    are on the contract.
    4. Question regarding timeframe outlined for emergency mobilization.
    a. Contract was referenced that it stipulates four hours response requirement.
    5. Daniel Hull and Jody Phillips mentioned that Guilford County has raised Law Enforcement
    rates, especially on interstate to $125 minimum and four hours minimum.
    6. Both companies present for pre-bid stated that they had no issues with providing requested
    certifications upon submittal of bids. Specifically mentioned were the Welding, Crane,
    Traffic Control and Flagger certifications. Ms. Sour stated the certifications should be
    included in the bid submittal.
