Summary
It is the intent of these specifications, terms, and conditions to describe drug testing kits and laboratory services being requested by the County.
The County intends to award a three (3)-year contract (with the option to renew for two [2] years) to the Bidder selected as the most responsive and responsible Bidder whose response conforms to the RFP and meets the County’s requirements.
Background
The Alameda County Probation Department (ACPD) requires oral fluid and urine drug testing kits, alcohol testing kits and any laboratory services required for routine court-ordered testing. ACPD will administer the tests themselves. ACPD requires the primary testing method be of urine and oral tests to be a secondary option.
These tests will detect methamphetamine, amphetamine, ecstasy, cocaine, opiates, benzodiazepines, barbiturates, heroin, methadone, oxycodone, phencyclidine, propoxyphene, tri-cyclic anti-depressants, tetrahydrocannabinol, synthetic cannabinoids, morphine, and other substances as required. All testing laboratories will confirm positive results and/or test negative results with enzyme immunoassay (EIA), gas chromatography (GC), and/or gas chromatography/mass spectrometry (GC/MS) and/or liquid chromatography/tandem mass spectrometry (LC/MS/MS), to ensure compliance with the Health Insurance Portability and Accountability Act (HIPAA). ACPD may require laboratory testing when confirmation of the on-site test result is needed.
