ADDENDUM NO. 3
Dear Bidders,
This addendum is issued to reflect the following changes, effective immediately. It shall be the
responsibility of interested Offerors to adhere to any changes or revisions to the IFB as identified
in this Addendum No. 3. This documentation shall become permanent and made part of the
departmental files.

CLARIFICATION TO QUESTIONS FROM ADDENDUM No. 2
Follow up Question No. 13: Will the County please clarify if this excludes short term rentals?
Follow up Answer No. 13: The County will require new equipment for long-term leases and
purchases. Used equipment may be provided for short-term rentals.
Follow up Question No. 14: Will the county please clarify that planned maintenance is for long-term
leases and purchased equipment? (Short term rentals would not include planned maintenance)
Follow up Answer No. 14: Planned maintenance is required for long-term lease equipment only.
Planned maintenance is not required for purchased equipment.
Follow up Question No. 15: Will the county please provide a line items on the bid to give us a place
to bid an hourly planned maintenance rate for each piece of equipment? It would be necessary to
invoice hourly to have individual rates for each type of equipment.

Follow up Answer No. 15: No additional line item is required. Offerors shall provide pricing using
the bid sheets as provided in the IFB. Invoices for planned maintenance shall be based on equipment
hours used.
Follow up Question No. 17: Will the county please clarify if the planned maintenance is to be
included in the lease or purchase price? Or if public works department requires the planned
maintenance to be invoiced monthly to be charged by the hour?
Follow up Answer No. 17: Planned maintenance shall be invoiced based on equipment hours used.
Follow up Question No. 18: Will the county please clarify this? Addendum #2 states on answer #13
that county only accepts new equipment.
Follow up Answer No. 18: New equipment is required for long-term leases and purchases. Used
equipment may be provided for short-term rentals.
Follow up Question No. 19: The Offeror requests additional clarification regarding Wheel Loader
specifications, including bucket capacity, weight class, minimum horsepower, safety lighting and
signage, coupler requirements, exterior mirrors, cooling package, camera systems, object detection
systems, ride control, lighting type, axles, brakes, steering, tires and wheels, controls, and other
required options.
Follow up Answer No. 19: Wheel loaders shall have a minimum horsepower range of 160 to 170
HP. Safety lighting and signage shall be provided and installed on the equipment if selected.
Standard heated exterior mirrors are acceptable. A backup camera system and object detection
system are not required. Ride control is required. The lighting system shall be LED. Standard
brakes and steering are acceptable. Wheel loaders shall be equipped with 20.5 x 25 radial tires and
joystick or multi-joystick controls. A cold weather package is required. Bucket capacity shall be 5
cubic yards, and operating weight shall be between 29,000 and 33,000 pounds. A detachable
hydraulic coupler suitable for fork attachments is required. The cooling system shall be liquid
cooled with maximum available cooling capacity and extended-life coolant. Front and rear axles
shall include differential lock and limited-slip capability.
Follow up Question No. 20: The Offeror requests additional clarification regarding Backhoe
Loader specifications, including bucket size, control type, DPF requirements, transmission and
guarding requirements, lighting system requirements, cab specifications, stabilizer systems, camera
systems, safety lighting and signage, bucket cylinder requirements, and other required options.
Follow up Answer No. 20: Backhoe loaders shall be equipped with a 3-cubic-yard loader bucket
and a 24-inch backhoe bucket. The unit shall have a 4-speed forward and reverse transmission and
an LED lighting system. The cab shall include right and left side entry, a tilt steering wheel, rubber
floor mat, air conditioning, heater and defroster, rear-view mirror, front and rear windshield wipers,
suspension seat with seat belt, horn, and AM/FM radio. An outrigger warning system is not
required. Safety lighting shall consist of an LED beacon. A standard backhoe bucket cylinder is
acceptable. Loader controls shall include single-lever operation with raise, neutral, lower, float,
curl, dump, return-to-dig indicator, and clutch disconnect button. Backhoe controls shall consist of a
two-lever joystick electric/hydraulic pilot-operated control system with an in-cab excavator-to-
backhoe pattern selector. A DPF system is not required. The transmission shall include a neutral
safety switch and transmission disconnect system. A camera system is not required. No additional
options are required.
Follow up Question No. 21: The Offeror requests additional clarification regarding Broom
Sweeper specifications, including engine horsepower, cab requirements, water system requirements,
safety lighting and signage, brush core type, and other required options.
Follow up Answer No. 21: Broom sweepers shall have a closed cab with air conditioning and an
engine rating of approximately 74 HP. Safety lighting shall be LED. The brush core shall consist of
a poly and steel configuration. A water system is required. No additional options are required.
Follow up Question No. 22: The Offeror requests additional clarification regarding Excavator
specifications, including weight class, bucket size, auxiliary hydraulic systems, grade control
systems, boom type, coupler requirements, thumb requirements, and other required options.
Follow up Answer No. 22: Excavators may be classified as micro, medium, or large excavators.
Auxiliary hydraulics are required. Grade control is not required. Hydraulic couplers are not
required. A hydraulic thumb is required. Boom type may vary depending on the equipment being
rented. No additional options are required.
Follow up Question No. 23: The Offeror requests additional clarification regarding Double
Drum Steel Wheel Roller (2–4 Ton) specifications, including drum width, water system,
canopy requirements, safety lighting, and other required options.
Follow up Answer No. 23: Double drum steel wheel rollers in the 2–4 ton class shall have a drum
width between 32 and 48 inches. A water system, canopy, and safety lighting are required. No
additional options are required.
Follow up Question No. 24: The Offeror requests additional clarification regarding Double Drum
Steel Wheel Roller (4–6 Ton) specifications, including drum width, water system, canopy
requirements, safety lighting, and other required options.
Follow up Answer No. 24: Double drum steel wheel rollers in the 4–6 ton class shall have a 54-inch
drum width. A water system, canopy, and safety lighting are required. No additional options are
required.
Follow up Question No. 25: The Offeror requests additional clarification regarding Pneumatic
Roller specifications, including cab requirements, lighting systems, hydraulic systems, electrical
systems, and other required options.
Follow up Answer No. 25: Pneumatic rollers shall be equipped with a cab, lighting system,
hydraulic system, and electrical system. No additional options are required.
Follow up Question No. 26: The Offeror requests additional clarification regarding Motor Grader
specifications, including horsepower requirements, operating weight, transmission, cab
requirements, hydraulic systems, moldboard dimensions, ripper/scarifier requirements, cooling
systems, exhaust systems, electrical systems, lighting systems, safety lighting and signage, axles,
tandem drive, steering and controls, articulation requirements, brakes, tires and wheels, circle type,
front counterweight/push block requirements, and other optional operating systems.
Follow up Answer No. 26: Motor graders shall have a horsepower range of 160 to 240 HP and an
operating weight between 19,000 and 21,000 pounds. LED lighting is required. Safety lighting and
signage shall be provided and installed on the equipment if selected. A front push block is required.
Machine preset controls, auto-articulation, and cross-slope systems are required. Damage avoidance
systems and hydraulic reversing fans are not required. The hydraulic system shall be a closed-center
load-sensing pressure-compensating system with a minimum output of 54 gallons per minute and
shall include a spin-on oil filter, hydraulic oil cooler, and chrome-plated hydraulic cylinders. The
hydraulic reservoir shall include a sight gauge or dipstick. The electrical system shall include a 24-
volt starting and charging system, 100-amp alternator, heavy-duty maintenance-free batteries with
locking covers, a master disconnect switch, and 12-volt auxiliary power outlets in the cab. The
tandem drive system shall consist of an oscillating tandem welded-box design with sprocket drive
chains in oil-tight housings, magnetic drain plugs, oil level plugs, and breathers. Brakes shall meet
SAE J1473 standards and consist of a hydraulic or air-actuated oil disc braking system on all four
rear wheels. A parking brake warning light and audible dash alarm are required.
Follow up Question No. 27: The Offeror requests additional clarification regarding Dozer
specifications, including cab requirements, cooling systems, blade type, weight class, track type,
ripper requirements, and other required options.
Follow up Answer No. 27: Dozers shall be equipped with a cab that includes a radio, air
conditioning, and heat. The blade shall be a six-way blade. Track configuration shall be XLT. A
ripper is required. The cooling system shall be liquid cooled with maximum available cooling
capacity and extended-life coolant. No additional options are required.
Follow up Question No. 28: The Offeror requests additional clarification regarding Skid Steer
Loader specifications, including weight class, cab requirements, auxiliary hydraulic systems, ride
control, self-leveling systems, air intake systems, auxiliary electrical systems, and other required
options.
Follow up Answer No. 28: Skid steer loaders shall have an operating weight between 5,000 and
9,000 pounds. The unit shall include a closed cab with air conditioning, heater, and AM/FM radio.
High-flow auxiliary hydraulics are required. Ride control is required. Self-leveling capability is
required. Auxiliary electrical systems are required. A quick coupler is required. No additional
options are required.
Addendum No. 3 is hereby incorporated into the original proposal documents, which will now be
referenced accordingly. This addendum, along with any subsequent addenda, will be considered an
integral part of any resulting contract documents and shall have the same effect as if originally issued.
All sections not modified by this addendum will remain as originally stated and in full force and
effect. Bidders are reminded to direct any questions or requests for clarification to Jack Love,
