Dear General Contractor:
The County of Monroe is accepting sealed bid proposals from qualified General Contractors for
the Expansion/Renovation at the Monroe County Museum located at 126 South Monroe Street,
Monroe Michigan 4861.
A full set of project specifications and drawings (Kohler Architecture File #25022) are
provided as links (therefore enclosed) as part of this Request for Proposal. Contractors must
review the specifications, drawings and all field conditions and all dimensions that may affect
the work prior to submitting a proposal to the County of Monroe.

The County has applied for and received site plan approval from the City of Monroe. All time,
costs and effort related to securing a building permit from the City of Monroe shall be part of
the contractor’s responsibility and include the time and effort for this. Assistance in clarifying
questions and details related to the construction documents and drawings will be provided by
the Architect as part of the work to secure building permit(s). Do not include estimates or costs
for permits and any markup in your proposal. The County will pay these amounts directly to
the City upon the contractor providing notice by way of an invoice or statement from the City
of Monroe Building Department or in the alternative will reimburse the contractor for the costs
paid to the City by the contractor. Payment via reimbursement will be made within 15 days.
The work site is readily accessible for you to gain access to the site area any time including
during normal workday hours, after hours and the weekend. There is a Mandatory Pre-Bid
Meeting scheduled for Wednesday, May 6, 2026 at 3:00 P.M. where contractors will have full
access to the existing building and the conditions herein that will affect the work. Follow-up
building access may be scheduled with the Museum staff and contact information to schedule
and coordinate follow-up site inspections will be provided at the Mandatory Pre-Bid Meeting.

Contractors are to review the enclosed documents during the preparation of proposals and
include all of the noted requirements in the proposal pricing including the Base Bid and the
four (4) Alternative Proposals. Proposals shall be prepared and submitted on the Proposal Form
provided in the Specifications document. You must also submit the STATEMENT REGARDING
FAMILIAL RELATIONSHIP and the AFFIDAVIT OF COMPLIANCE IRAN ECONOMIC
SANCTIONS ACT.
The work is to be coordinated with the County as to schedule, staging/storing of equipment,
machinery, materials and access to the site. A Staging Plan has been developed for the project
and Contractors shall review this plan and incorporate in their pricing managing the project
including use of the Staging Plan. Advance notice to the County of the work is required and
approvals from the City of Monroe for any temporary street barricading, etc. required as part of
the project.
Any questions concerning the project, the project specifications, drawings, etc., shall be
directed jointly to the following individuals via email as follows:

Either one of these individuals will promptly reply to any inquiry or direct your inquiry to
another individual who will reply. All inquires and responses will be posted to the County
website under the Purchasing Page and this project notice.
The final date for submitting a proposal for this project is Thursday, June 4, 2026 at 3:00
P.M. Proposals may be submitted by one of two (2) methods:
1. Hard Paper Copy: Mail, courier delivery service or personal delivery to Monroe
County Finance Department, 2nd Floor, 125 East Second Street, Monroe, Michigan
48161-2197. Your envelope must be sealed and clearly marked “Monroe Museum
Proposal” so that no error in opening may occur.
2. Electronic Email: Submit proposals by the same deadline via e-mail as a separate PDF
document attachment to rfp@monroemi.org. Indicate in the email subject line, a Sealed
Proposal is attached for “Monroe Museum Proposal”.
The County is prepared to commence the work as soon as a contract is awarded and a mutually
agreeable schedule for the work is developed. The County of Monroe reserves the right to
accept or to reject any and all proposals, to waive any irregularities and to make an award that
is determined by the County of Monroe to be in the best interest of the County.
