Project Description: Issuing Procurement Unit: State of Utah Division of Purchasing
Conducting Procurement Unit: Division of State Parks
The purpose of this RFP is to enter into a contract to provide: A five (5) year concession agreement for the provision of non-permanent and automated sauna services at Utah's State Parks to enhance year-round recreational value of the parks with high-quality wellness amenities. The sauna services will be provided at Willard Bay State Park, Utah Lake State Park, and Wasatch Mountain State Park.
Mandatory Site Visit: Bidder must attend in person the MANDATORY SITE VISIT on Monday, June 8th, at 10:00AM at Wasatch Mountain State Park Visitor’s Center, 1281 Warm Springs Rd, Midway, UT, 84049.
Per Utah Procurement Rule R33-101-13 Pre-Bid Conferences and Site Visits. Mandatory site visits must be attended in person by an authorized representative of the person or vendor submitting a bid. The meeting will begin promptly at the specified time. Any prospective bidders who arrive late to the meeting will not be allowed to continue with the site visit nor submit a bid. Failure to attend the site visit shall result in the disqualification of any bidder who does not have an authorized representative attend the entire duration of the mandatory site visit. This includes not taking calls/texts during the site visit. Phones may be used to take pictures. All discussions not related to the site visit must be done after the site visit to avoid disturbing attendees. An attendance log will be maintained including the name of each attendee, the entity the attendee is representing, and the attendee’s contact information, minutes of the site visit, and copies of any documents distributed by the conducting procurement unit to the attendees and shall be published as an addendum to the solicitation. Any verbal modifications made to any of the solicitation documents during the mandatory site visit shall be reduced to writing and will be published as an addendum to the solicitation.
It is anticipated that this RFP will result in a single contract award to the responsive and responsible vendor with the highest score justified by the procurement code .
Length of Contract: Five (5) years
Price Guarantees: All concession fees (revenue share) paid to the Division of State Parks must remain firm for the entire five (5) year term. All user-facing pricing (rates charged to the public) must remain firm for at least the first twenty-four (24) months of the contract.
