The Ohio Department of Natural Resources is accepting bids for the purchase and removal of an existing house located at Blackhand Gorge State Nature Preserve. This notable farmhouse was present when the property was acquired, and Ohio Department of Natural Resourced (ODNR) hopes to see it preserved and potentially restored by a new owner who can relocate it and give it new life.
The awarded bidder is required to sign a contract with the Ohio Department of Natural Resources.

The awarded bidder must remove the existing unoccupied residence at Blackhand Gorge State Nature Preserve, in accordance with all applicable laws, rules, and regulations, either through full structure removal for off-site reuse/restoration or through on-site dismantling for salvage, with proposals accepted for one or both options. All work must include removal or salvage of all structural materials; complete removal of all debris, trash, and construction and/or demolition waste; protection of surrounding natural resources, vegetation, and landforms.
The basement floor shall be broken to allow drainage, and the basement backfilled to grade using available on ‑ site material, with foundation walls lowered below final grade.  While this work is preferred to achieve optimal site restoration, bidders may propose alternative approaches.

The furnace, hot water tank, and pressure tank must also be removed, and all materials must be properly recycled or disposed of. The residence has been vacant for nearly 10 years.  The final site condition must be clean, stable, and safe.
The awarded bidder must provide all equipment needed to remove the house. The Ohio Department of Natural Resources and Division of Natural Areas & Preserves will not provide any equipment. The awarded bidder may store equipment at an agreed-upon onsite location during the removal and must remove all equipment within (3) three days after the house is removed from the preserve. The manager will determine where equipment can be stored during the building removal process. ODNR does not guarantee the safety or security of equipment stored at Blackhand Gorge State Nature Preserve. ODNR is not liable for equipment that is damaged or stolen while stored at Blackhand State Nature Preserve.
The awarded bidder must provide fencing and fence off the work area for the duration of the removal and while preparing the house to be transported.
Work is allowed seven days per week from 6:00am EST to 9:00pm EST.
The awarded bidder assumes all responsibility for compliance with applicable environmental laws and other regulations.
An asbestos inspection report is attached to the bid in Ohio Buys. The report indicates no asbestos present. However, if any asbestos is found during the course of work, the awarded bidder is required to mitigate all asbestos from the building as required by the Ohio Environmental Protection Agency prior to building removal.
Awarded bidder must comply with all asbestos abatement requirements of the Ohio Environmental Protection Agency (EPA) The Ohio Administrative Code (OAC) 3745-20 contains regulations for controlling asbestos emissions from demolition and renovation projects and any other applicable requirements. Ohio's regulations are consistent with U.S. EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) regarding asbestos. Contractor shall be responsible for the proper disposal of all building materials, including any asbestos containing materials (ACM).
Contractor shall be responsible for obtaining all required building permits including, but not limited to, a building demolition permit. Contractor shall comply with all Ohio Department of Commerce requirements regarding building removal.
Work to remove the building must begin within twenty (20) days of purchase and the building and all debris must be removed from the preserve within 180 days of contract execution.
The site must be cleaned and secured daily.

Utilities: The utilities are shut off and there are none on site.
The house is an approximately 1,600 ‑ square ‑ foot, two ‑ story wooden structure with basement. Many windows are broken, and portions of the electrical and plumbing systems are no longer intact.
The building is purchased “as is.” The Ohio Department of Natural Resources makes no express or implied warranties as to the condition of the building and/or condition of the building materials or as to the fitness or safety of the building and/or building materials for a particular purpose or any purpose.
Evaluation  and award. The contract will be awarded to the bidder offering the highest price for the building. All bids must be submitted in Ohio Buys.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.
