NILE ROAD BRIDGE #1396 REPLACEMENT
PROPOSAL TITLE:
Nile Road Bridge #1396
PROPOSAL DUE DATE: August 20, 2026
The County of Yakima, Washington (“County”) is soliciting proposals from consulting firms with
expertise in bridge demolition, design, and construction. Consultants will be considered for the
following project: Nile Road Bridge #1396 Replacement. The project is estimated to start the
design phase in November 2026 and be completed by December 2028. The cost-plus fixed fee
agreement will be for approximately 24 months in duration with the option for Yakima County to
extend it for additional time and money if necessary.
Yakima County reserves the right to amend terms of this “Request for Qualifications” (RFQ) to
circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and
effort consultants have spent on their responses.
There is 0% FSBE goal assigned by WSDOT for this project. Qualified disadvantaged, minority,
and women-owned consultants are encouraged to respond. Yakima County is an equal

Project Description
The work to be performed by the CONSULTANT consists of preparing preliminary engineering
design for the replacement of Nile Road Bridge #1396, including geotechnical investigation,
environmental documentation, hydraulics, permit applications, plans, specifications, and estimate.
Nile Road Bridge #1396 is located over Rattlesnake Creek on Nile Road near National Forest Road
NF-1500.
Yakima County reserves the right to retain the services of the successful firm(s) for any subsequent
phases (R/W, CN) associated with this project.
Evaluation Criteria
Statement of Qualifications (SOQ) submittals will be evaluated and ranked based on the
following criteria:
1) Qualification of Proposed Project Manager
2) Qualifications/Expertise of Firm
3) Ability to meet schedule
4) Approach to project
5) Familiarity with WSDOT/FHWA standards
6) Past Performance/References
7) DBE approach and commitment
Consultants who submit the three highest ranked SOQ submissions will be further evaluated by
interview approximately 30 days after the SOQ submission date. Cost proposals or any element
of cost shall not be included in the submittal, as they are not considered in the selection process.
Submittal
Submittals should include the following information: Firm name, phone number, name of
Principal-in-Charge and Project Manager; and qualifications for employees proposed to contribute
to the Project.
Please submit FOUR copies of your Statement of Qualifications to: Yakima County Roads, 128
N. 2nd Street, Fourth Floor Courthouse, Yakima, WA, 98901, Attn: Ryan Young, no later than
2:00 pm on August 20, 2026. Submittals will not be accepted after that time and date. Any
