Project Description:

PennDOT seeks a Service Provider to provide a solution that supports all business processes including hosting, management, infrastructure support, disaster recovery and security compliance for PennDOT’s existing IBM-compatible mainframe. The mainframe is host to roughly 100 applications, which includes mission critical applications such as Vehicle Registration and Driver Licensing. The Project is a result of PennDOT’s ongoing need for mainframe and proximity distributed services to operate key Penndot applications. These services will encompass various aspects, including but not limited to mainframe hardware and software services, distributed hardware and software services, 24x7 Help Desk and 24x7 Operations. Tasks and other requirements are contained in the Technical Submittal Template, Statement of Work, and other documents located in the RFP Buyer Attachments.

PennDOT is seeking a managed service solution from a professional Offeror with a high degree of skill and knowledge that will meet PennDOT’s requirements.  The desired outcomes of this Mainframe Services program are:

Project Objectives: The vision for the Mainframe Services program is to provide secure, reliable, flexible, and cost-effective mainframe capabilities to PennDOT.

1.  Service Reliability - Quality services that meet customer expectations, delivered timely in a secure environment.
a.  Continue meeting Customer requirements, including measures of uptime/availability, performance, operations, and maintenance
b.  Qualified Service Provider knowledgeable of all the tools and services to manage updates, patches, etc.

2.  Financial Value - Provide services at a lower cost that scales down proportionately as consumption decreases.
a.  Market competitive pricing that reduces costs over term.
b.  Consumption-based pricing that allows PennDOT to transition applications off the Mainframe and only pay for what remains operating.
c.  Inclusion of all hardware and software costs as part of the services.
d.  Planned discontinuation of services throughout the supply chain to eliminate stranded costs (e.g., hardware, software, labor).

3.  Transition Efficiency - An on-time, “do no harm" transition that minimizes impact on PennDOT.
a.  Successful transition with minimal impact on PennDOT, both operationally and financially.
b.  Successful rehosting of applications to the new Mainframe platform before February 2028.

4.  Focus on Security - Alignment with security and currency requirements to ensure compliance.
a.  Hardware refresh and software currency maintained throughout the life of the contract.
b.  Mature security program including Security compliance for CJIS, IRS, DIS-200, and audit capabilities.

PennDOT anticipates current services to continue through June 30, 2028.

The Department of General Services (DGS) Small Diverse Business (SDB) and Veteran Business Enterprise (VBE) program and PennDOT’s Diverse Business (DB) program apply to this procurement. There is an SDB Goal of 26% and a VBE Goal of 3% established for this procurement.

Preproposal Conference with SDB and VBE Goal and PennDOT DB Participation Program Information Session.  The Commonwealth has made significant changes to the SDB and VBE requirements, and failure to meet these requirements may result in your proposal being deemed nonresponsive. Therefore, the Issuing Office will hold an SDB and VBE Goal Information Session for this RFP which we highly recommend you attend. The purpose of this Session is to provide an overview of the RFP and SDB and VBE Participation submission instructions. There will also be an overview of the PennDOT DB program and requirements. Offerors may ask questions in accordance with Section 10, Questions and Answers contained in this Description Section. Offerors may also ask questions during the Session, however responses provided during the Session are not official until the question is submitted in writing using the Q&A Board in JAGGAER. Q&A Board questions and written responses shall become part of this RFP.

This conference will take place virtually via Microsoft Teams on Monday, June 22, 2026, at 1:00 PM EDT.
