STATEMENT OF WORK
SUPPLY & DELIVER TEMPORARY MODULAR OFFICE BUILDING
Commonwealth of Pennsylvania
Department of Conservation and Natural Resources
Laurel Caverns State Park (Fayette County)
I. SCOPE OF WORK:
The Department of Conservation and Natural Resources, Bureau of State Parks,
requires a contractor to supply, deliver, set up, and rent one (1) Temporary Modular
Office Building for Laurel Caverns State Park, 200 Caverns Park Road, Farmington,
PA 15437. Upon termination, this would also include the demobilization and
removal of said modular office building.
The main purpose of this contract is to provide a rented Premium Modular Office
Building (hereinafter referred to as ‘Modular Office Building’), within Laurel Caverns
State Park serving as a temporary office for employees and to welcome visitors to
the recently acquired Laurel Caverns State Park. This modular office building shall
contain one (1) restroom, one (1) Conference Room, six (6) offices for staff, and one
(1) foyer to welcome park visitors.
The modular office building will be set up at 200 Caverns Park Road, near the
current masonry cement block building for Laurel Caverns State Park.
This modular office building will be used by park staff, visitors and the general
public.
This contract term will be only for the time necessary for development and
implementation of a park office to be constructed within the new Laurel Caverns
State Park. We are estimating a minimum of two years will be needed, but we are
unsure of a firm timeline for this.

II. CONTRACT TASKS:
The following requirements must be met and included within the performance of
this contract:
Contractor must furnish all administrative costs, labor, materials, tools,
equipment, fuel charges, and delivery for set up, monthly rental, and demobilization
for one (1) Premium Temporary Modular Office Building. Delivery, setup and
demobilization/removal must be coordinated with park manager.
Upon delivery, the modular office building must be fully anchored, fully wired for
electricity throughout, plumbed for water and sewage, and must be fully furnished
with specified office furniture.
Upon completion of setup, the local electric company will be contacted by park
manager for installation of exterior wiring and electrical needs, to be performed
outside this contract, and a licensed plumber will be contacted by park manager for
connection of water and sewage.
All work will be subject to inspection by the Park Manager during the term of this
contract. Failure by contractor to satisfactorily meet all the requirements of this
contract or the refusal to promptly correct all deficiencies may be cause for
termination.
The Modular Office Building must meet or exceed the following specifications:
Measurements: Overall dimensions shall be approximately 24’ in width x 64’ in
length Approximately 1,600 square feet
Electric:
One (1) Ceiling Light per room and common area at minimum
Exterior Lights must be located above every entry/exit door
120/240V Single Phase
125 Amp Breaker
Duplex 110-volt receptacles must be installed at a minimum of one (1) per office
and restroom and a minimum of two (2) in the Foyer area, and Conference Room.
IT/Telecommunications:
One (1) exterior CAT6 outlet must be installed near electrical outlet in main room
One (1) network connection jack per room
Heating/Cooling:
Electric heating and cooling systems required
Thermostat- 7-DayProgrammable
Heating/cooling temperature should range between 65 to 75 degrees Fahrenheit
Exterior Windows/Doors:
Insulated Windows
Horizontal Slider Windows
(2) Secure Doors with Standard Locks
Locks shall have a keypad for entry OR at least six (6) sets of keys must be provided
36” wide ADA doors for entry/exit
Two (2) Sets of Entry Steps:
One (1) set of steps at the main (public) entrance with safety handrails on both
sides.
One (1) set of steps at the secondary (employee) entrance with safety handrails on
both sides.
One (1) ADA accessible ramp, with safety handrails on both sides, must be installed
at the main (public) entrance.
One (1) Entry/Foyer at main (public) entrance must include:
One (1) counter/three-quarter wall with a counter at desk height on staff side for
privacy and adequate workspace
One (1) desk chair
One (1) privacy wall or cubicle to separate from the main workroom
Six (6) FULLY ENCLOSED BUSINESS OFFICES with doors must each be furnished to
include:
One (1) Office Desk
One (1) Office Chair
One (1) Standard Letter-size File Cabinet (3 drawer minimum)
One (1) White Board (2’ x 3’) affixed to wall
One (1) CONFERENCE ROOM must be furnished to include:
One (1) Conference Table able to seat eight (8) individuals
Eight (8) High-back Executive Chairs
Two (2) 60-inch White Boards
One (1) RESTROOM to include:
One (1) standard flush toilet
One (1) sink with hot and cold-water faucet
One (1) toilet paper holder
One (1) paper towel dispenser
One (1) soap dispenser
All office furniture and workstations must be supplied by vendor, as detailed above.
Pictures of a comparable modular office building, inside and out, including any
potential furnishings, must be provided with vendor’s bid response.
Contractor must install skirting for a finished look to the modular office building but
there shall be no installation of gutters or downspouts.
Modular Office Building must include blocking and tie downs.
The specified modular office building shall meet all Pennsylvania Department of
Labor and Industry (L&I) requirements.
Modular office building must be equipped with smoke alarms per PA Labor &
Industry code.
Demobilization must include complete removal of Modular Office Building.
III. PRE-BID CONFERENCE:
A mandatory pre-bid conference will be conducted prior to the bid opening. The pre-
bid conference will be held on Monday, June 15, 2026, at 1:00 pm. Prospective
bidders must meet at Laurel Caverns State Park, 1065 Skyline Drive, Farmington, PA
15437. All prospective bidders must sign in to acknowledge attendance.
Pre-bid conference/site visits are mandatory as bidders must have full knowledge of
all existing conditions such as clearances due to trees/overhead utilities, sharp
turns on park roads, etc. Failure to complete the mandatory site visit will result in
the bidder being deemed as non-responsive and their bid ineligible.

Contractors may not request an alternate date if unable to attend the scheduled
pre-bid conference; all interested Contractors must attend on the noted date and
time.
IV. INSURANCE REQUIREMENTS:
The Contractor is required to have in place during the term of the Contract and any
renewals or extensions thereof, the following types of insurance, issued by
companies acceptable to the Commonwealth and authorized to conduct such
business under the laws of the Commonwealth of Pennsylvania:
A. Workmen’s Compensation Insurance for all the Contractor’s employees
and those of any subcontractor, engaged in work at the site of the project
as required by law.
B. Public Liability and Property Damage Insurance to protect the
Commonwealth, the Contractor, and any and all subcontractors from
claims for damages for personal injury (including bodily injury), sickness
or disease, accidental death and damage to property including the loss of
use resulting from any property damage; which may arise from the
activities performed under the Contract, or the failure to perform under
the Contract, whether such performance or non-performance be by the
Contractor, by any subcontractor, or by anyone directly or indirectly
employed by either. The minimum amounts of coverage shall be
$250,000 per person and $1,000,000 per occurrence for bodily injury,
including death, and $250,000 per person and $1,000,000 per
occurrence for property damage. Such policies shall be occurrence
rather than claims-made policies and shall not contain any
endorsements or any other form designated to limit and restrict any
