The Pennsylvania Emergency Management Agency (PEMA) is soliciting Suppliers to submit qualifications for statewide Call Handling Equipment (CHE) Sustainment Equipment and Services Invitation to Qualify (ITQ). Suppliers that meet the qualifications will be awarded a contract and may be eligible to respond to a Request for Quotes (RFQ).

STATEMENT OF WORK
NG911 CALL HANDLING EQUIPMENT (CHE) SUSTAINMENT SERVICES
INVITATION TO QUALIFY (ITQ) CONTRACT
OVERVIEW: The purpose of the NG911 CALL HANDLING EQUIPMENT (CHE) Sustainment ITQ is to
qualify responsible and responsive Contractors to provide an End of Life (EOL) / End of Support (EOS) system
audit, sustainment plan, equipment, and services to extend the life cycle of EOL/EOS Motorola VESTA,
Motorola Emergency Call Works, and Intrado Viper CHE Systems (Legacy Systems).
ISSUING OFFICE: This ITQ is managed and administered by the Commonwealth of Pennsylvania,
Department of General Services (DGS), Bureau of Procurement. All inquiries should be referred to:

TERM OF CONTRACT: Any contract issued to qualified Contractors, as a result of this ITQ, shall
commence on the Contract Effective Date and shall end two years after contract effective date with one year
renewal option.
CONTRACTOR QUALIFICATIONS: Contractors interested in becoming an ITQ Contractor must meet
the following requirements. Failure to meet the below requirements will result in the application being
rejected. Each Contractor that meets the minimum qualifications will be awarded a contract. Award of a
contract to a Contractor is not a guarantee of business. Commencement of work cannot begin until a
Purchase Order (PO) is received; upon receipt of a PO issued under this Contract, the Contractor agrees to
furnish the requested services to the Commonwealth agency issuing the PO.
A. Contractors must provide documentation showing two years of experience in the commodity code listed
in Service Categories.
B. Contractors must provide documentation showing they are a manufacturer certified channel partner or
reseller of the CHE solution and are authorized by the CHE manufacturer to sale, implement, maintain,
and support the CHE Solution.
C. Contractors must provide documentation showing the Contractors and Subcontractor personnel have
completed the CHE manufacturer’s required training and have obtained the necessary certifications to
engineer, implement, configure, maintain, or support the CHE Solution. The personnel shall maintain
current certifications throughout the life of the contract.
D. The Sustainment Services are for Public Safety Answer Points (PSAPs) with existing maintenance and
support contracts. The PSAPs have established relationships for support service providers. The
Contractor must ensure these relationships are incorporated into the Sustainment Plan.
E. At the time of qualification, the Contractor will be required to complete Attachment A, NG911 CHE
Sustainment Questionnaire.

F. At the time of the qualification, the Contractor will be required to provide evidence of their ability to
provide the services and complete the tasks identified in Attachment B, CHE Sustainment
Requirements. The evidence should include a narrative of their ability to provide the CHE Sustainment
Services.
G. New Equipment. Unless otherwise specified in this ITQ, all products offered by Contractors must be
new or remanufactured. A 'new' product is one that will be used first by the Commonwealth or PSAP
after it is manufactured or produced. A 'remanufactured' product is one which: 1) has been rebuilt,
using new or used parts, to a condition which meets the original manufacturer's most recent
specifications for the item; 2) does not, in the opinion of the Issuing Office, differ in appearance from
a new item; and 3) has the same warranty as a new item. Unless otherwise specified in this invitation
to qualify, used or reconditioned products are not acceptable. This clause shall not be construed to
prohibit Contractors from offering products with recycled content, provided the product is new or
remanufactured.
911 CHE Sustainment Services shall utilize New Equipment only.
Use of remanufactured equipment shall be limited to replacing defective equipment after the
sustainment services plan is implemented.
Any equipment identified for replacement in the Sustainment Plan shall be refreshed in the
most cost-effective manner that ensures the CHE solution will be supportable through the
term of the contract. Equipment refreshes shall be limited to situations where either repair
part availability is not sufficient to support 24X7 operations, or the equipment is not capable
of supporting necessary software upgrades.
Please Note: You can add additional requirements to pre-qualify.

contract. Contractors will select the appropriate code(s) under the Business Details section of the qualification
process. The Commonwealth may add additional commodity codes as the need arises. The table below lists the
appropriate commodity code and description of each category.
