Project Description: General Notice
Arrowhead Lake Community Association, Inc. (Owner) is requesting Bids for the construction of the following Project:
Area 5 Roads and Drainage Improvements Project
Contract No. 2026-03
Entech No. 4629.014
Bids for the construction of the Project will be received electronically via the PennBid Program by the Arrowhead Lake Community Association, Inc. until 11:00 am local time Friday, June 5, 2026. After bid opening, a public notice will be issued via PennBid containing any available bid results. It should be noted that bid results are subject to further review and should not be construed as issuance of an award.
The Project includes the following Work:
The Work to be completed under this Contract includes, but is not limited to, furnishing all labor, materials, tools, and equipment necessary to perform site demolition; removal of existing storm culvert pipes; installation of new storm culvert pipes and associated headwalls; construction of stilling basins; grading and improvements to roadside channels and liners; regrading of existing gravel roads; and milling and paving of designated roadways and all other items specified in the Contract Documents, or as shown or indicated on the Drawings.
Obtaining the Bidding Documents
All project documents are available at no cost via the PennBid Program (https://pennbid.bonfirehub.com).
Pre-bid Conference
A mandatory pre-bid conference for the Project will be held on May 15, 2026 at 2:00 pm at the Arrowhead Lake Community Association Administration Building, 961 Arrowhead Drive, Pocono Lake, Pennsylvania 18347. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
Instructions to Bidders
For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
This Project is privately funded by the Owner and is not subject to the Pennsylvania Prevailing Wage Act. Contractors shall be responsible for complying with all other applicable federal, state, and local labor laws.
Any and all steel products used or supplied in the performance of the contract or any subcontracts shall be from steel made in the United States.
Arrowhead Lake Community Association, Inc. reserves the right to reject any or all Bids, to waive any informality or irregularity in any Bid, and to accept the Bid which, in the judgment of Owner, is in the best interests of the Project.
In evaluating Bids, Owner may consider, in addition to Bid price, the qualifications, experience, financial responsibility, references, past performance, and reputation of the Bidder, as well as the responsiveness of the Bid and the ability of the Bidder to perform the Work in a timely and satisfactory manner.
The Contract will not necessarily be awarded to the lowest Bidder.
The Arrowhead Lake Community Association, Inc. hereby reserves the right, which is understood and agreed to by all bidders, to refuse and reject any or all bids submitted, and also reserves the right to waive any informality in bids received.
Except as otherwise provided by law, no bidder may withdraw its bid for sixty (60) days after the Bid Due Date, unless the contract award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case the Bids shall remain open to acceptance and shall be irrevocable for a period of one hundred twenty (120) days after the Bid Due Date.
