Project Description: The City of Wilkes-Barre will receive Bids online for the South Main Street Streetscape Project, general compromised of sidewalk reconstruction, unit paver placement, tree planting, granite curb placement/resetting/cleaning, and bituminous pavement mill and overlay, and all incidental work related thereto. Sealed bids will be accepted online via the PennBid Program until 12:00 PM local time on the 25th day of June 2026. All timely bids will then be publicly opened and read aloud at 12:30 PM local time on the 25th day of June 2026 in Wilkes-Barre City Council Chambers, located at 40 East Market Street, Wilkes-Barre, PA 18711.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with additive alternate bid items as indicated in the Bid Form.

Bidders must be PennDOT Prequalified as specified in section 102.01, of Publication 408. Contractors qualifying as subcontractors may submit bids as a prime contractor, consistent with their qualifications and as specified in section 108.01, Publication 408. A Prequalification Certification and Applicable Capacity Rating assigned by the Prequalification Office of the Pennsylvania Department of Transportation is a necessary prerequisite for bidding on this project.
No Pre Bid Meeting has been scheduled at this time.
Bid security shall be furnished in accordance with the Instructions to Bidders.
Bidders attention is called to the fact that not less than the minimum wages and salaries in accordance with the provisions of the Prevailing Wage Act 442 and contained in the CONTRACT DOCUMENTS, must be paid throughout the duration of this project.
The successful Bidder will be required to furnish and pay for a satisfactory Performance Bond and a Labor and Material Payment Bond.
The Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, handicap or family status, and that to the greatest extent feasible utilize project area businesses located in or owned in substantial part by project residents.
The Bidder, in accordance with the President’s Executive Order 11246, will be required to ensure that employees and applicants for employment are not discriminated against on the basis of their race, color, religion, sex, sexual orientation, gender identity, or national origin in employment or the provision of services. Bidders are advised that PA Prevailing Wage Rates must be paid to workers employed on this project and are incorporated in the Contract Documents. These wage rate requirements are applicable to this contract for the entire duration of this project.
In addition to Equal Employment requirements of Executive Order 11246, as amended, the contractor must also establish a 6.9% goal for female participation and a 0.6% goal for minority participation in his aggregate on-site construction work force, for contracts in excess of $10,000.00 (Ten Thousand Dollars) whether or not part of that work force is performing work on a federal or federally assisted construction contract or subcontract.
In accordance with Executive Order 11625 and 12138, the Contractor must utilize, to the greatest extent feasible, minority and women-owned business concerns which are located in the municipality, county, or the general trade area.
The City of Wilkes-Barre reserves the right to reject any or all Bids or portions thereof, and to waive informalities in the Bidding.
The selection of the successful bidder shall be made in the best interest of the City of Wilkes-Barre, as solely determined by the City, and bidders acknowledge this by submitting a bid.
BIDS may be held by OWNER for a period of not to exceed sixty (60) days from the date of the opening of BIDS for the purpose of reviewing the BIDS and investigating the qualifications of Bidders, prior to awarding the contract. In this period of time no Bidder may withdraw their bid.
