Project Name: BLUE RIDGE ROAD WIDENING NORTH
Pursuant to the General Statutes of North Carolina, Section 143-128 et. seq, sealed proposals are invited
and will be received by the City of Raleigh in the office of the Engineering Services Director until 2:00
pm, Monday, July 20, 2026, at which time at a meeting in Room 400, 222 W. Hargett Street, Raleigh, N.
C., the sealed proposals will be publicly opened for construction consisting of furnishing and installing
the following:
Erosion control, curb and gutter, storm drains, sidewalk, asphalt paving, pavement markings, traffic
control, signal work, culvert, bridge, greenway, and various utility work along Blue Ridge Road from
Homewood Banks Drive to Crabtree Valley Avenue.
A hard copy and an electronic copy of the plans and contract project specifications may be reviewed
on line and obtained from Accent Imaging from Monday, June 22, 2026, at 8121 Brownleigh Drive,
Raleigh, NC 27617, (919) 782-3332, or at www.accentimaging.com. Contract documents can be
purchased from Accent Imaging for a non-refundable fee of Two Hundred Fifty dollars ($250.00) plus
sales tax. For additional information please contact Nabil Hasan at the City’s Design/Construction
Division by e-mail at Nabil.Hasan@raleighnc.gov or contact the Design/Construction Division by calling
(919) 996-4101.
A pre-bid conference for all contractors, sub-contractors, minority and woman owned businesses will be
held at 2:00 pm, Wednesday, July 08, 2026, in Room 305, 222 W. Hargett Street, Raleigh, North Carolina
27602.
From Monday, June 22, 2026, until the date of opening the proposals, plans and specifications of the
proposed work is and will continue to be on file in the office of the Engineering Services Department, 222
W. Hargett Street, Raleigh, North Carolina, during usual office hours, and are available to prospective
bidders. No proposal will be considered or accepted unless at the time of its filing, the same shall be
accompanied by a cash deposit, cashier's check, or certified check on a bank or trust company insured by
the FDIC and authorized to do business in North Carolina in an amount equal to five percent (5%) of the
proposal. In the alternative, a five percent (5%) bid bond issued by a corporate surety licensed by the State
of North Carolina may be filed with the proposal. Bidders must be properly licensed under Chapter 87 of
the General Statues of North Carolina and must comply with nondiscrimination provisions. The City is an
equal opportunity Municipality/Owner and invites small and minority contractors to bid. The City Council
reserves the right to reject any or all proposals.

INSTRUCTIONS TO BIDDERS
PLEASE READ ALL INSTRUCTIONS CAREFULLY BEFORE PREPARING AND
SUBMITTING YOUR BID.
Please read all instructions and applicable articles found in the 2024 NORTH CAROLINA
DEPARTMENT OF TRANSPORTATION STANDARD SPECIFICATIONS FOR ROADS
AND STRUCTURES available at the website listed below carefully before preparing and
submitting your bid.

All bids shall be prepared and submitted in accordance with Articles 102-8, 102-10, 102-13,
102-14 and 102-15 of the Standard Specifications and the following additions and exceptions.
Failure to comply with any requirement shall cause the bid to be considered irregular and
shall be grounds for rejection of the bid.
1. The bid form furnished by City of Raleigh with the proposal shall be used and shall not be
altered in any manner. DO NOT SEPARATE THE BID FORM FROM THE PROPOSAL
FORMS! Each bid proposal must be accompanied by all appropriate forms and documentation
to be considered responsive.
2. Bid Bonds will be required.
3. No electronic bids will be accepted.
4. All entries on the bid form, including signatures, shall be written in ink.
5. The Bidder shall submit a unit price for every item on the bid form. The unit prices for the
various contract items shall be written in figures. ***Unit prices must be limited to TWO
decimal places.***
6. An amount bid shall be entered on the bid form for every item. The amount bid for each item
shall be determined by multiplying each unit bid by the quantity for that item and shall be written
in figures in the "Amount Bid" column of the form.
7. The total amount bid shall be written in figures in the proper place on the bid form. The total
amount shall be determined by adding the amounts bid for each item.
8. Changes in any entry shall be made by marking through the entry in ink and making the correct
entry adjacent thereto in ink. A representative of the Bidder shall initial the change in ink. Do not
use “White Out” or similar product to make corrections.
9. The bid shall be properly executed. All bids shall show the following information:
a. Name of individual, firm, corporation, partnership, or joint venture submitting bid.
b. Name of individual or representative submitting bid and position or title.
c. Name, signature, and position or title of witness.
d. Federal Identification Number
e. Contractor's License Number (If available)

10. Bids submitted by corporations shall bear the seal of the corporation.
11. The bid shall not contain any unauthorized additions, deletions, or conditional bids.
12. The bidder shall not add any provision reserving the right to accept or reject an award, or to
enter into a contract pursuant to an award.
13. THE PROPOSAL WITH THE BID FORM STILL ATTACHED SHALL BE PLACED
IN A SEALED ENVELOPE AND SHALL HAVE BEEN DELIVERED TO AND
RECEIVED IN THE CITY OF RALEIGH ENGINEERING SERVICES DEPARTMENT,
ROOM 400, 222 W. HARGETT STREET, RALEIGH, NORTH CAROLINA BY 2:00 PM
ON JULY 20, 2026.
BIDDERS SHALL DROP OFF PRIOR TO THE BID OPENING BETWEEN THE HOURS
OF 8:30 AM AND 5:00 PM MONDAY THRU FRIDAY.
14. The sealed bid must display the following statement on the front of the sealed envelope:
“QUOTATION FOR – HL-0052 – BLUE RIDGE ROAD WIDENING NORTH PROJECT,
City of Raleigh Project No. ES2025-02 TO BE OPENED AT 2:00 ON JULY 20, 2026.”
15. If delivered by mail, the sealed envelope shall be placed in another sealed envelope and the
outer envelope shall be addressed as follows:

16. Each proposal shall indicate the full business name and address of the Bidder and shall be
signed by him with the usual signature.
17. Questions will only be received in written form by email to Nabil.Hasan@raleighnc.com. The
deadline to submit written questions is 5:00 PM on July 13, 2026. Responses to questions will be
posted in an addendum and will be made available by 5:00 PM on July 14, 2026. Each bidder
shall make acknowledgement of receipt of all addendums in the space provided in the Bid Form.
