This is a notice of the City of Durham’s intent to award a contract, contingent on completion of the
Environmental Review under 24 CFR Part 58 and receipt of the U.S. Department of Housing and Urban
Development’s Authority to Use Grant Funds (Form 7015.16). The responsible and responsive offeror
whose proposal was determined in writing to be the most advantageous is indicated. The offeror
identified here as submitting the most advantageous proposal is instructed not to proceed until a
contract, or other form of notice is given by the contracting officer. A company or person who proceeds
prior to receiving a contract, Contract Award, or other form of notice of award does so without a
contract and at their own risk.
An offeror who wishes to protest this Notice of Intent must file the protest within (7) business days from
the posting of this notice in accordance with City of Durham Policy FP113. A protest shall be in writing,
set for the protester’s understanding of the basis for the recommendation, and the specific facts,
circumstances, and grounds that demonstrate that the contract award by the City, as requested in the
recommendation, would be unlawful or unfair to the detriment of the protester. (Section IV(C)(2))
