The Department of Public Safety, MN Bureau of Criminal Apprehension intends to award a firm, fixed price purchase order to Invitro Sciences Inc., 129 Hager St. Unit 8, Welland ON L3B 5V9 on a sole source basis to acquires the following: DBL8 Dual Forensic Laser Light.

The purchase of the Invitro Sciences DBL8 Dual Forensic Laser Light is warranted as a Single Source acquisition to maintain the established equipment standard within the Minnesota Bureau of Criminal Apprehension's Latent Prints (LP) section. The same model instrument is currently installed, validated, and in use enterprise-wide throughout the LP section. Purchasing an identical instrument will maintain uniformity across all LP operations and ensure continuity with existing validated equipment, testing methods, and procedures. Acquiring a different model or manufacturer would introduce nonstandard equipment into the established operating environment, requiring additional validation protocols and potentially resulting in variations in testing procedures and results. Maintaining a consistent equipment standard across the enterprise is necessary to ensure operational uniformity, reliable results, and continuity throughout the forensic case working process.

If anyone has any concerns regarding this single source request, contact Mark Hill via e-mail to bca.purchasing@state.mn.us before November 9, 2026, at 10:00 AM CT (Central Time).

Note: Include the reference number and title of the posting in the subject line.
