Summary
General scope of services for the Parking Violation System shall include, but not be limited to the following:
- Provide and maintain vehicle immobilization devices (“boots”).
- Provide back-end systems to monitor and manage the immobilization devices.
- Provide training and support to City staff, as required, for the operation of the program.
- Coordinate with existing enforcement systems to develop scofflaw lists.
- Provide the ability to meet notification requirements to the last known registered owner of a vehicle.
- Provide computer software, or an equivalent system, that will allows the City to monitor system performance, while meeting the City’s cybersecurity and integration requirements.
- Provide reporting capabilities that allow the City to comply with reporting requirements as set forth by City of New Haven ordinances and the internal reporting and tracking requirement of the City of New Haven’s Department of Transportation, Traffic and Parking.
- Provide a portal or interface that allows fines and/or fees to be paid and processed electronically and enables the violator to self-release the boot.
- Provide appropriate integration of fine and/or fee payments into the existing City of New Haven accounts receivable infrastructure.
Background
The City of New Haven is issuing a Request for Proposals (“RFP”) to qualified companies who can provide equipment and supporting services for vehicle immobilization devices that allow for self-release, and which are attached to the vehicle’s wheels. The City of New Haven manages on-street parking through the Department of Transportation, Traffic and Parking (TT&P). TT&P is the primary department responsible for the enforcement of parking violations, red light and speed camera violations and school bus flashing red light violations.
The City of New Haven is in south central Connecticut. The City has a population of 137,000. The City is currently issuing over 100,000 parking citations per year. The City has a staff of 14 (FTE) Parking Enforcement Officers with the Department of Transportation, Traffic and Parking (TT&P). TT&P towed over 1400 cars from the City streets last year. TT&P maintains all the infrastructure for curbside parking within the City. The City has 18 residential parking permit zones. TT&P issues special event parking permits/placards and rental of parking spaces through the use of meter bags or “No Parking” postings.
