Purpose and Summary of Request
The Eagle County Air Terminal Corporation (“ECAT”) is a Colorado non-profit corporation
formed by Eagle County in 1996 to construct and operate the commercial passenger terminal
building to accommodate commercial airline services at the Eagle County Regional Airport
(“EGE” or the “Airport”). ECAT desires to enter into non-exclusive Concession Agreement(s)
for the purpose of providing first class, retail and food and beverage concessions in the terminal
building. Concessionaire(s) shall provide to the traveling public and Airport users quality service
and products at reasonable prices that reflect the high level of customer service and personality
of the region. The term of a Concession Agreement is anticipated to be five years, with the
possibility of one five-year extension. Services in the concession spaces are anticipated to
commence by July 1, 2026. The award will be evidenced by ECAT, acting through the Eagle
County Board of County Commissioners, approving and executing a Facilities Lease and
Concession Agreement (“Concession Agreement”).
About EGE
Eagle County Airport is classified by the FAA as a non-hub commercial service airport
averaging over 283,000 enplanements annually the past three years, with over 329,000 in 2025.
Peak season scheduled airline service, beginning in mid-December and ending in early April, is
provided by American Airlines, Delta Air Lines, United Airlines, and Alaska Airlines and
represents approximately 80% of the annual passenger traffic. Off-Season scheduled service
from early April through mid-December has traditionally been provided by American Airlines
and United Airlines.
The commercial passenger terminal is owned and operated by ECAT. It was constructed in 1996
and expanded in 2001, with another terminal expansion completed in December of 2019.
As of the winter season for 2025/26, EGE serves 16 major cities as seen below:

In addition to the airlines, on-site vendors presently serve guests and patrons with a broad range
of services. In the commercial terminal these services include seven rental car concessions, two
ground transportation concessions, and baggage delivery services.
Signature Aviation is a full-service fixed-base operator that handles all transient and much of the
tenant-based aircraft. Signature offers a wide array of services including fueling, self-fueling,
de-icing, catering, car rental, vehicle garages, hangar and ramp aircraft storage, customs, and
general aircraft maintenance. In addition, the Colorado Air National Guard operates a
high-altitude helicopter training facility at EGE.
Concession Spaces
Five concession spaces are available for lease pursuant to this RFP: a pre-security space, a
concession manager’s office, a warehouse storage area, a post-security retail area, and a
post-security restaurant concession space.
The terminal building offers a pre-security space of approximately 1,170 square feet, which can
be operated as a cafe/retail space with additional seating area.
The concession manager’s office area is approximately 140 square feet, and the warehouse
storage area with garage access to the loop roadway for deliveries is approximately 650 square
feet.

The post security restaurant concession space includes a full commercial kitchen and bar area of
approximately 4,120 square feet. Post-security retail/storage has an area of approximately 530
square feet.
Refer to Exhibit B attached hereto for depictions of each concession space available for lease.
Concessionaire shall be responsible for all costs associated with the existing kitchen equipment
set forth on Exhibit C (the “Kitchen Equipment”), including the repair, maintenance, and
replacement of such Equipment. Additionally, the cafe’ furniture (the “Furniture”) will be the
responsibility of the Concessionaire including the repair, maintenance, and replacement, and
Furniture as indicated in the required walk thru. ECAT will maintain ownership of all Kitchen
Equipment and Furniture. Ownership of any/all equipment purchased in addition to the Kitchen
Equipment and Furniture shall be retained by the Concessionaire.
Additive bid concepts for layouts and locations beyond what is described in this document will
be considered (mobile/kiosk locations, etc.); however, each proposal must include proposed use
of the identified concession spaces.
Term of Agreement
The term of any Concession Agreement shall commence on approximately July 1, 2026, and
continue for a five-year term, with the possibility of one five-year extension. The term shall be
more specifically defined in the Concession Agreement.
Compensation
Compensation to ECAT for use of each concession space will be the greater of (a) a sum equal to
a percentage of Concessionaire’s gross revenues or (b) a minimum annual guarantee (“MAG”).
The proposed MAG will assist in determining proposal selection.
Successful respondents additionally will be subject to rent payments for occupied space at the
Airport’s current rate.
Annual Gross Revenue data for the incumbent Concessionaire for the previous five years is
shown in Exhibit A.

Eagle County and the Eagle County Air Terminal Corporation, in accordance with the provisions
of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4), 28 CFR §
50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any
contract entered into pursuant to this advertisement, all contractors will be afforded full
opportunity to submit bids in response to this invitation and will not be discriminated against on
the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in
consideration for an award.
