The California Interagency Council on Homelessness (Cal ICH) serves as a statewide leader, facilitator, and coordinator for policy development and research that supports state, local, and Tribal partners in preventing and ending homelessness in California. Cal ICH is committed to purposeful, action oriented collaboration across member agencies and departments; strong partnerships with local jurisdictions; advancing racial equity and justice; and elevating the expertise of people with lived experience of homelessness.
The Homeless Data Integration System (HDIS) supports Cal ICH-s mission by collecting and aggregating Homeless Management Information System (HMIS) data from programs across the state into a single, comprehensive reporting platform. HDIS provides an unduplicated count of people accessing homelessness services in California and enables the State to analyze service utilization patterns and understand the characteristics of individuals experiencing homelessness.
HDIS currently receives data from forty four (44) regionally based Continuums of Care (CoCs), each responsible for coordinating housing and services for people experiencing homelessness within defined geographic areas. These CoCs, made up of service providers such as nonprofit organizations and local government entities, implement and manage their own HMIS systems. Each CoC collects data in accordance with the U.S. Department of Housing and Urban Development (HUD) HMIS Data Standards Manual. While the CoCs provide similar types of data, each operates independently and according to its own local processes.
