The City is soliciting proposals from Proposers with demonstrated experience and qualifications in providing Temporary Solid Waste Collection Services (Collection Services) such as those required in this RFP. Temporary basis is defined as service that occurs for no more than 30 consecutive days per calendar year or as long as an ongoing project has an active City-issued building or grading permit. The goals of this procurement process are to:

• Provide temporary solid waste collection service using Bins and Roll-offs within the City;
• Attain or improve the City’s high diversion rate as reported by the CalRecycle (69-70%);
• Anticipate and accommodate future statutory changes in the handling and processing of solid waste; and
• Maintain a high level of customer service satisfaction for customer service and billing related inquiries.

The City of Thousand Oaks is located in eastern Ventura County and consists of 56 square miles. The City population is approximately 122,000. The City is a general law city operating under the Council/Manager form of government. The City Council is comprised of five members elected through district-based elections, with one member serving as Mayor on an annual basis.
