Strategic Systems Programs (SSP) intends to issue a Request for Proposal (RFP) and negotiate a contract on a sole-source basis with Lockheed Martin Corporation (Lockheed) of Titusville, Florida, to provide highly specialized Engineering and Technical Services to support Trident II (D5LE) Missile and Reentry Subsystems in support of the construction of the Common Missile Compartment for the COLUMBIA class submarine. This effort requires comprehensive Technical and Program Management Services in support of the Trident II (D5LE) Missile System integration, support equipment, and experimental vehicles for the CMC. It would take an extensive amount of additional training to position another contractor at the level of Lockheed’s expertise. Moreover, the contractor would lack the methodology and history, of which Lockheed has. Consequently, SSP intends to solicit and negotiate per the authority of 10 U.S.C. 3204(a)(1) (FAR Subsection 6.302-1 – Only one responsible source and no other supplies or services will satisfy agency requirements).
SSP anticipates to award a Cost-Plus Fixed Fee, Level-of-Effort (CPFF-LOE) and Completion Term Contract Line Item Numbers (CLINS). The performance of the Contract will be from 1 March 2027 – 28 February 2032. Security Clearance Required. Lockheed is the only known source with the direct critical experience, expertise, personnel, and in-depth knowledge of the TRIDENT program required to perform the subject effort.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen (15) days of the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
