NOTICE OF INTENT TO SOLE SOURCE
The Department of Veterans Affairs, Network Contracting Office (NCO) 19 intends to solicit and negotiate with Ekso Bionics for the acquisition of a Ekso Indego Gait Training Device for the Oklahoma City VA Health Care System. Determination of this sole source procurement is in accordance with RFO FAR 12.102(a), only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. It is the Government’s belief that the proposed candidate is the only provider authorized to manufacture, and maintain the Ekso Indego Gait Training Device, and is the only manufacturer that can meet the agency’s needs.
REQUIREMENTS
1. Background
The Oklahoma City Physical Therapy Department is in need of a Ekso Indego Training Device for Physical Therapy Treatment of neurological gait training in both inpatient and outpatient populations. Ekso Indego is intended to perform ambulatory functions in rehabilitation institutions under the supervision of a trained physical therapist for the following populations: Individuals with multiple sclerosis (upper extremity motor function of at least 4/5 in at least one arm) Individuals with acquired brain injury, including traumatic brain injury and stroke (upper extremity motor functions of at least 4/5 in at least one arm) Individuals with spinal cord injuries at levels T4 to L5 (upper extremity motor function of at least 4/5 in both arms) Individuals with spinal cord injuries at levels of C7 to T3 (ASIA D with upper extremity motor function of at least 4/5 in both arms)
Only the Indego is able to be used with weights up to 250lbs, and only the Indego breaks down into a smaller unit that allows for more compact storage.
This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. However, any business that believes it can provide the Ekso Indego Gait Training Device may give written notice to the Contract Specialist, Shanta Harrison via email at shanta.harrison@va.gov no later than 11:59 pm MDT on Friday, September 11, 2026. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government. The applicable NAICS Code is 339113 and the size standard is 800 Employees. No telephone requests will be accepted.
