INTRODUCTION



The Naval Air Systems Command (NAVAIR) intends to issue an Indefinite Delivery Indefinite Quantity (IDIQ) with Northrop Grumman, under the authority of 10 U.S.C. 3204(a)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, for the procurement of products and services required to rapidly integrate and field aircraft, simulator, trainer, and/or ground support equipment (GSE) modifications.

REQUIRED CAPABILITIES



This effort is for the procurement, storage, assembly, and installation of E-2D Advanced Hawkeye (AHE) Block II retrofit kits for the E-2D AHE aircraft. This critical modernization effort will include all associated hardware, software, technical documentation, training, and logistical support to ensure the fleet's operational readiness and enhanced mission capability. This effort encompasses procurement, storage and installation of retrofit kits; hardware support; technical and training support; and logistical support.



Northrop Grumman is the Original Equipment Manufacturer (OEM) of the E-2D AHE. Given Northrop is the OEM of the E-2D platform, it is the only source with design expertise, technical data, equipment, and subject matter experts that can provide in-depth support for the efforts described herein. The Government believes no other firm possesses the required proprietary data and expertise on this effort; however, responsible sources may submit a capability statement, which will be considered by the agency. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the E-2D Block II Program and must address the submission information elements below.





ELIGIBILITY



The Government is considering applicable North American Industry Classification (NAICS) code is 336413. The Product Service Code (PSC) is 1680. All businesses, regardless of size, are eligible to reply to this request.





SUBMISSION INFORMATION



It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single-spaced, 12-point font minimum) demonstrating ability to perform the tasking listed under the required capabilities. This documentation must address at a minimum the following:




  1. Company Name; Company Address; Commercial and Government Entity Code (CAGE) Code, Company Business Size, and Point-of-Contact (POC) name, phone number, fax number, and e-mail address.

  2. Company profile to include number of employees, annual revenue history, office location(s), Unique Entity Identifier (UEI) number, and a statement regarding current small/large business status and socio-economic set-aside status, if applicable. If you are a small business, provide an explanation of your company’s ability to perform at least 50% of the tasking described in required capabilities, either individually or along with any combination of small businesses.

  3. Prior/current corporate experience performing efforts of similar size and scope to the tasking described under Required Capabilities Section within the last three (3) years, including contract numbers, indication of whether as a prime or a subcontractor, contract values, Government point of contact with current telephone number, and a brief description of how the referenced contract relates to the proposed required capabilities and scope of performance.

  4. Management approach to staffing this effort with qualified personnel.

  5. What specific technical skills does your company possess which ensures capability to perform the requirement?

  6. Company’s prior/current experience and demonstrated knowledge of E-2D loads and dynamics, weight and balance, electrical, flight control and hydraulic systems, human systems, performance analysis, system safety, and E3 to provide adequate analysis in support engineering support.

  7. Company’s prior/current experience and ability to analyze E-2D Delta System Software Configuration (DSSC) enhancements to determine if they necessitate updates to any Flight Certification and/or Naval Air Training and Operating Procedures Standardization (NATOPS) performance charts.

  8. Company’s ability to access E-2D technical data required to design, develop, manufacture and integrate Navy & Federal Aviation Administration (FAA) major and minor Engineering Change Proposals (ECPs) and aircraft components for upgrades and obsolescence, and retrofit kits.

  9. Provide any existing technical data licenses of agreements with the E-2D OEM for performance of related tasking or provided documentation of previous DSSC builds, with concurrence from the OEM, demonstrating the ability to obtain any necessary license/agreement for access to required technical data for this effort. Documents submitted in response to this requirement will not be counted against any page limitations.

Acknowledgement of receipt will be provided. All information submitted will be adequately safeguarded from unauthorized disclosure in accordance with FAR 15.207.

The deadline for response to this request is 4:00 p.m., Eastern Standard Time, 31 July 2026.





All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be protected. Information and materials submitted in response to this request WILL NOT be returned. Classified material SHALL NOT be submitted. No phone calls will be accepted.
