Is any wage determination or prevailing wage requirement applicable to the installation work?
- A: No, this will be considered a Supply buy; no Wage Determination Applied

For the three similar contracts required under COMBO Item 6, may the relevant past performance of our proposed manufacturer/installation subcontractor be submitted, or must all three references be contracts performed by the prime offeror?
- A: Relevant past performance may come from the subcontractor, however, vendor must be able to guarantee that the work will be performed by that subcontractor.

PWS 1.4.D requires the Rhode Island-licensed PE to be employed by the fall protection manufacturer as a full-time fall arrest systems designer. Would a Rhode Island PE employed by an authorized installation representative satisfy the requirement?
- A: Yes. The PE must be licensed in Rhode Island and working for the company (whether in a permanent or temporary status) to provide approved and stamped drawings, QA, etc.

Does the 90 Days ARO requirement include engineering/submittals, fabrication, delivery, installation, proof testing, training and final closeout?
- A: We will accept a reasonable timeframe to complete all tasks- currently estimated 90 -180 days.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in RFO FAR 12.202, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued.
The 143d Logistics Readiness Squadron (LRS), located in North Kingstown RI, has a requirement for two Fall Protection Systems in accordance with Combo W50S9426QSY19, FAQs (Attachment 1), and the Performance Work Statement (PWS) (Attachment 2). A Floor Plan of the building (Attachment 3) will be provided upon request.
AVAILABILITY OF FUNDS: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
