The contractor shall provide all labor, materials, tools, equipment, and supervision required for the removal of the existing TPO roof membrane on a roughly 5,000 square foot flat roof, inspection and conditional replacement of the wood underlayment (up to a 10% allowance), and the installation of a new TPO roof membrane system at USCG Base Portsmouth. See attached Statement of Work. It is anticipated that this procurement is 100% set-aside for Small Businesses using NAICS code of 238160 Roofing Contractors and a small business size standard of $19.0 million. The Government contemplates award of a Firm-Fixed Price contract resulting from this solicitation. See FAR 52.212-1 for submission instructions & FAR 52.212-2 for evaluation criteria. All quotes must be submitted by NOON Eastern Time on 09/01/2026 via email to frank.r.burton@uscg.mil. Ensure blocks 14 (Include UEI) through 20c of the SF1442 and pricing are completed before emailing.
