Description



I. INTRODUCTION



This Special Notice announces the Department of the Navy (DON) Rapid Capabilities Office (RCO) Disruptor Day. The purpose of this event is to identify and showcase enabling technologies for the next generation of passive decoy countermeasures to defend against anti-ship missile threats.

II. TOPIC DESCRIPTION



Anti-ship missiles threaten both US Navy and civilian platforms globally. As these threats proliferate, DON RCO seeks to cast a wide net across the industrial base to identify technologies capable of supporting a rapidly deployable radar-reflecting countermeasure. This event is not restricted to existing decoy technologies.



Discussions and demonstrations will center on two Lines of Effort (LOEs):




  • LOE 1: Passive Decoy Systems and Prototypes

    Vendors that have developed radar reflecting (i.e., passive) decoys are invited to Disruptor Day to showcase their decoy systems. The DON RCO will provide the ability to take outdoor Radar Cross Section (RCS) measurements during the event for interested vendors.

  • LOE 2: Passive Decoy Enabling Technology

    The DON RCO invites industry to showcase enabling technologies, even those technologies that are not currently used in a decoy application. The DON RCO broadly seeks information from vendors that can develop physical articles and physical demonstrations of enabling technologies/capabilities for buoyant self-erecting structures (mechanically or pneumatically) that can be packed, deployed, and rapidly self-erected or inflated. Physical articles and physical demonstrations of conductive fabrics and materials are also desired. Specific Enabling Technologies and Capabilities include:

    • Buoyant self-erecting structure design and construction

    • Mechanical and/or pneumatical self-erecting/inflation technology

    • Deployment or launch mechanism design and technology (non-ordnance based)

    • Deployment or launch tube/structure design and technology

    • Electrically conductive fabrics or materials

    • Self-erecting electrically conductive corner reflector arrays or structures







III. EVENT DETAILS



The Disruptor Day will occur in mid-September, 2026 at Camp Atterbury, IN.



The event will take place on a unique Navy test range and enable vendors to brief their products in a traditional industry day format as well as provide the opportunity to perform various demonstrations, or simply showcase solutions that could support the Lines of Effort above.



The Disruptor Day format is anticipated to allow each vendor an approximately 1-2-hour window to brief their products and perform a demonstration (e.g., self-erecting deployment, corner reflector RCS testing, launch mechanism concepts).





IV. REGISTRATION



To Register for the Passive Decoy Countermeasures Disruptor Day, interested Vendors should submit a short (3-5-page) whitepaper to DisruptorDay@us.navy.mil (additional detail in section V) by 1600 EDT on 14 August, 2026



Additionally, DON RCO will host a virtual Q&A session prior to the event to answer vendor questions. Attending the virtual Q&A Session is optional and not required for Disruptor Day registration.

Pre-registration is REQUIRED for both the virtual Q&A and the Disruptor Day. No walk-ins will be permitted.





V. WHITEPAPER SUBMISSION



To participate in Disruptor Day, vendors must submit a whitepaper by 1600 EDT on 14 August 2026.



Based on these submissions, DON RCO will invite selected vendors to brief their products and perform a demonstration. Vendors unavailable to travel to Disruptor Day are still encouraged to submit a whitepaper for review regarding possible follow-on activities.



Whitepapers must be unclassified and include:




  • A brief overview of the submitting vendor’s background and a point of contact

  • The proposed product’s applicable Line of Effort(s) and/or enabling technology and a technical description, including any products to which the technology is currently applied

  • The specific enabling technology the vendor would like to showcase or display at Disruptor Day

  • The specific demonstration (if any) the vendor would like to perform at Disruptor Day



Following submission, the DON RCO team will review the whitepapers and contact vendors to invite them to the Disruptor Day event. The criteria for review are: (1) Relevance to LOEs as outlined in section II; (2) Availability in the schedule, and (3) Restricted to one submission per company.





VI. ATTENDANCE & SECURITY



All visitors attending Disruptor Day must be pre-registered and approved. No in-person, Day-of-Registration will be available. Check-in details will be provided upon registration confirmation.




  • Receive Your Access Approval: Following the whitepaper review period, DON RCO will send an email confirming your approval, scheduled demonstration window, and providing check-in instructions.

  • Range Safety & Security: Due to the live testing environment, attendees must adhere to all Camp Atterbury base access and range safety protocols.

  • Identification: For entry, you must present a valid, government-issued photo ID demonstrating U.S. citizenship.





VII. SIGNIFICANT DATES AND TIMES




  • 1300 EDT on 05 August 2026 - Virtual Pre-Event Q&A Session

  • 1600 EDT on 14 August 2026 – Whitepaper Submission Closes

  • 1600 EDT on 04 September 2026 - Attendance & Demonstration approvals sent to applicants

  • Week of 21 September 2026 - Disruptor Day Event Begins (Camp Atterbury, IN)
