INTRODUCTION
The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single firm-fixed-price contract for the design-bid-build EHRM construction project #646A4-22-700 EHRM Infrastructure Upgrades | Pittsburgh-Heinz, PA at the H. John Heinz III VAMC located at 1010 Delafield Road, Pittsburgh, PA 15240-1005.
PROJECT DESCRIPTION
The Heinz VAMC is seeking a general contractor to facilitate all modifications at multiple existing buildings on the VAPHS Heinz VA campus to upgrade the infrastructure to support the new Electronic Health Records Modernization (EHRM) system.
The upgrade to the infrastructure will include campus wide new campus wide fiber backbone underground routing and will require excavation, trenching, reinforced concrete duct bank with associated access points.
Campus buildings impacted by the upgrades include Buildings 32, 49, 50, 51, 52, 53, 69, 70, and 71. The architectural total existing space square footage affected is approximately 2750 SF. Upgrades in these buildings will include existing rooms and telecommunication closets and include relocation, reconfiguration, expansion, and renovation involving new walls, doors and finishes, etc. throughout each space.
ADMINISTRATIVE
The solicitation will be issued as a Request for Proposals (RFP) conducted in accordance with FAR part 15 and will be evaluated in accordance with the lowest price technically acceptable (LPTA) procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in late May 2026. The period of performance is approximately 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers.
