Description

This is a Notice of Intent, not a separate request for quote. The Government’s solicitation for this requirement is provided through the associated combined synopsis/solicitation.



The Department of Health and Human Services, Office of Mission Acquisition Solutions (OMAS), on behalf of the National Institutes of Health (NIH), National Institute of Allergy and Infectious Diseases (NIAID), Laboratory of Infectious Diseases (LID), Viral Pathogenesis and Evolution Section (VPES), intends to award a firm-fixed-price contract to Genedata (USA), Inc. for the renewal of Genedata Analyst software.



The purpose of this requirement is to provide continued access to Genedata Analyst, a bioinformatics analysis program currently used by VPES to perform comprehensive statistical modeling of multi-omics data and advanced visualizations for target-of-interest identification, biological network characterization, and diagnostic and prognostic biomarker identification in genomics, transcriptomics, and proteomics data sets from animal model and human clinical samples derived from vaccine and infection studies.



Genedata Analyst provides integrated data normalization, statistical analysis, machine learning, interactive data analysis, visualization, and proprietary data-mapping capabilities. The software supports analytical methods including linear and nonlinear normalization, parametric and non-parametric statistical testing, principal components analysis, mixed linear models, multiple-testing corrections, trend and time-series analysis, decision trees, partial least squares analysis, linear discriminant analysis, feature selection, and model validation.



The software also provides interactive data visualization capabilities, including histograms, bar charts, box plots, heat maps, scatter plots, trees, maps, and parallel-coordinate plots. Genedata Analyst includes specialized viewers for interpretation of complex statistical analyses, with interactive features that support data exploration across multiple analytical views.



Genedata Analyst supports VPES research directed toward understanding the molecular basis and pathogenesis of respiratory viral disease and the development and evaluation of novel vaccines, antiviral drugs, and therapies. VPES uses genomic, proteomic, computational modeling, and machine-learning approaches to analyze human and animal model data generated through vaccine and infection studies.



The requirement is for the renewal of Genedata Analyst software for a 12-month period of performance beginning upon award.



Justification for Single Source



Genedata (USA), Inc. is the proposed single source for the continued use of Genedata Analyst. This is a follow-on requirement necessary to maintain continuity of VPES’s established bioinformatics analysis environment and ongoing research activities.



Genedata Analyst combines data normalization, statistical analysis, machine learning, interactive data visualization, and proprietary data-mapping capabilities within the existing VPES research environment. These integrated capabilities are used to analyze complex multi-omics data generated from clinical and experimental vaccine and infection studies.



VPES has more than 100 million gene-expression data points generated from more than eight years of clinical and experimental vaccine-development studies. These historical data and the analytical workflows developed within the Genedata Analyst environment are critical to ongoing long-term clinical immunology, universal vaccine testing, and infectious-disease research.



Continued use of Genedata Analyst supports consistency of analytical methods, continuity of established workflows, and continued use of historical research data. Replacing the existing software environment would require evaluation and migration of historical data, redevelopment and validation of established analytical workflows, implementation of replacement software capabilities, and retraining of users. These transition activities could result in duplicative costs, disruption to ongoing research, and delays to VPES scientific activities.



The Government requires continued access to the established Genedata Analyst capabilities to maintain continuity of ongoing research activities.



Authority



This acquisition is being conducted under Federal Acquisition Regulation (FAR) FAR Part 12 – Acquisition of Commercial Products and Commercial Services and FAR Part 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. For purchases not exceeding the Simplified Acquisition Threshold, contracting officers may solicit from a single source when the Contracting Officer determines that only one source is reasonably available.



Submission of Capability Statements



Interested parties capable of providing the same or similar products or services must submit a capability statement electronically. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract, based upon responses to this notice, is solely within the discretion of the Government.



Capability statements must demonstrate the ability to provide Genedata Analyst software or an equivalent solution capable of meeting the Government’s requirements while maintaining compatibility and continuity with VPES’s existing research data, established analytical workflows, and ongoing clinical and experimental vaccine and infection studies.



Capability statements must also demonstrate the ability to provide equivalent functionality for multi-omics data analysis, data normalization, statistical analysis, machine learning, interactive data visualization, data mapping, and analysis of genomics, transcriptomics, and proteomics data without disruption to ongoing VPES research activities.
