Description

SYNOPSIS OF INTENT TO AWARD A SOLE-SOURCE CONTRACT



The U.S. Army Engineering and Support Center, Huntsville (CEHNC), intends to award a firm-fixed-price contract for Fuel Program Preventive Maintenance and Corrective Maintenance (PMCM) services supporting the North Atlantic Division–Air Force (NAD-AF).



The contractor shall provide all labor, management, supervision, quality control, transportation, supplies, vehicles, tools, materials, facilities, equipment, and incidentals necessary to perform preventive and corrective maintenance on capitalized federal petroleum facilities and petroleum systems. Services shall ensure these systems remain compliant with all applicable codes, criteria, regulations, and laws, including United Facilities Criteria (UFC) 3-460-03.



The requirement supports sites throughout the North Atlantic Division, including, but not limited to, Lakehurst; Andrews Site #1; Warren Grove Range #1; Barnes MAP (ANG) Site #1; Bradley IAP Site #1; Burlington IAP Site #1; Bangor IAP Site #1; Hancock Field Site #1; EWVRA Sheppard Field; Pittsburgh IAP (ANG) Site #1; PGH IAP ARS Site #1; New Castle Airport; Fort Indiantown Gap AGS Area #1; McLaughlin ANGB (Yeager APT Site #1); Langley AFB Site #1; Hanscom AFB Site #1; Martin State Airport Site #1; McGuire ANGB; McGuire AFB; Niagara Falls Site #1 AF Reserve; Harrisburg IAP ANG Site #1; Otis ANG Base Site #1; Pease ANGB NH Site #1; Quonset State Airport Site #1; Schenectady ANG MAP Site #1; Stewart IAP Site #1; Francis S. The anticipated period of performance is 336 days, structured as a 66-day base period followed by three 90-day option periods: Option Year 1, Option Year 2, and Option Year 3.



The Defense Logistics Agency (DLA), through USACE CEHNC, has a continued requirement for preventive and corrective maintenance of Air Force fuel systems within the NAD-AF area of responsibility. CEHNC executes this maintenance in accordance with UFC 3-460-03, which establishes procedures and standards for maintenance of petroleum fuel systems. This work is critical to sustaining operational fuel systems and robust fueling capability in support of Defense Logistics Agency–Energy (DLA-E) capitalized federal petroleum facilities and petroleum systems across the NAD-AF area of responsibility. The work will be structured around performance-based outcomes.



Preventive maintenance services include maintaining federal petroleum facilities and petroleum systems to ensure compliance with applicable codes, criteria, regulations, and laws of the United States and its outlying areas. These services also include written reports documenting evaluated systems. Corrective maintenance services include service orders for minor repairs to deficiencies affecting petroleum facilities, petroleum systems, and supporting DLA-E capitalized facilities, as well as emergency-response capability necessary to ensure the safe and reliable accomplishment of the applicable fuels delivery mission. Repairs may be requested by each DLA capitalized site for components, equipment, or systems supporting that mission.



The scope of services shall be strictly limited to actions essential to maintaining operational readiness and preventing mission degradation during the 48-week period of performance. As outlined in the Performance Work Statement, the work includes scheduled, mission-essential preventive maintenance; necessary corrective maintenance to address system and equipment failures; and response to emergent or unforeseen service requirements critical to sustaining the mission.



Notice to Interested Parties: This notice of intent is not a request for quote, competitive proposal, or quotation, and it does not restrict the Government’s ultimate acquisition approach. This announcement does not obligate the Government to award a contract, and the Government is not responsible for any costs incurred in responding to this notice.



However, any firm that believes it can meet the stated requirements may submit a capability statement, proposal, or quotation for agency consideration. The capability statement must clearly demonstrate the firm’s ability to immediately perform complex preventive and corrective maintenance on military petroleum facilities throughout the North Atlantic Division upon contract award.



Any Government determination not to compete this proposed action based on responses to this notice is solely within the Government’s discretion. Information received will be considered solely to determine whether to conduct a competitive procurement in the future.
