Mortuary Services – Federal Correctional Complex (FCC) Coleman Notice Type: Sources Sought / Market Research NAICS Code: 812210 – Funeral Homes and Funeral Services PSC Code: G001 – Social-Care of the Dead/Funeral
1). Description: This Sources Sought Notice / RFI is issued solely for market research purposes in accordance with FAR Part 10. The Federal Bureau of Prisons (BOP) is seeking information from qualified vendors capable of providing comprehensive mortuary and funeral services for deceased inmates at FCC Coleman, Florida.
FCC Coleman consists of multiple correctional institutions. Vendors must be capable of responding to death notifications at any of these institutions or at local community hospitals where an inmate may be pronounced deceased.
2. Scope of Services (Draft – For Information Purposes)The Contractor shall be responsible for the professional care, preparation, and disposition of remains in accordance with Florida State Law and Bureau of Prisons policies. Core Requirements: Response Time: Pick up remains within two (2) hours of notification from the Correctional Services Supervisor.
Preparation & Embalming: Perform arterial or sectional embalming (for autopsied cases), restorative work (derma-surgery, cosmetics), and dressing to ensure a lifelike appearance. Disposition Options: Local Burial: Coordination with FCC Coleman Supervisory Chaplain for ceremonies atcemeteries within a 50-mile radius. Shipment of Remains: Coordination of air, rail, or ground transport to the inmate’s place of conviction or legal residence within the US/Territories.
Cremation: Execution of cremation services upon written authorization and shipment of ashes via U.S. Mail (Certified). Caskets & Containers: Furnishing standard 20-gauge steel caskets, sealed caskets (for communicable diseases), and necessary outside shipping containers (air trays/wood boxes).
Documentation: Completion of death certificates, permits, and detailed shipping arrangements (flight numbers, airway bills, etc.).
3. Purpose: Identify vendors with the facility capacity to perform postmortem examinations and body preparation. Assess industry capability to meet the strict 2-hour response window. Obtain Rough Order of Magnitude (ROM) pricing for specific service line items (Embalming, Caskets, Mileage, etc.). Evaluate vendor proximity to FCC Coleman to ensure logistical feasibility for local burials.
4. Requested Information Company Information: Legal name, UEI number, and business size status. Proof of valid Florida Funeral Director/Embalmer licensing. Relevant Experience Demonstrate experience with government or institutional contracts. Describe your facility’s capability to host postmortem examinations if requested by the coroner. Operational Approach Describe your fleet capability for transport (suitable closed conveyances). Confirm your ability to meet the 2-hour pickup requirement 24/7.Describe your process for coordinating with receiving funeral homes and government CORs.
5. Cost Estimate Information (ROM) : Vendors are encouraged to provide non-binding, high-level pricing for the following: Professional Services: Pickup, embalming (Normal vs. Autopsied), and restorative art. Caskets: Standard 20-gauge steel and Sealed/Specialty caskets. Transportation: Flat rate for local burial vs. mileage rate for long-distance ground transport. Cremation: All-inclusive rate including the urn/container and certified shipping.
6. Industry Feedback the Government welcomes feedback regarding:The feasibility of the 2-hour response requirement. Standard industry lead times for obtaining death certificates and transport permits in Florida. Common cost drivers for shipping remains via air freight in the current market.
