Failure to comply with these instructions may result in the quote being deemed non-responsive and eliminated from further consideration. Quotes must be clear, concise, and complete, and must address all requirements of the solicitation. The Government reserves the right toaward without discussion; therefore, offerors are encouraged to submit their best terms in their initial quote.

For compliance, all quotes shall include the following:
